Witch-doctors reveal extent of child sacrifice in Uganda

A BBC investigation into human sacrifice in Uganda has heard first-hand accounts which suggest ritual killings of children may be more common than authorities have acknowledged.


One witch-doctor led us to his secret shrine and said he had clients who regularly captured children and brought their blood and body parts to be consumed by spirits.

Meanwhile, a former witch-doctor who now campaigns to end child sacrifice confessed for the first time to having murdered about 70 people, including his own son.

The Ugandan government told us that human sacrifice is on the increase, and according to the head of the country's Anti-Human Sacrifice Taskforce the crime is directly linked to rising levels of development and prosperity, and an increasing belief that witchcraft can help people get rich quickly.

In the course of our investigation we witnessed the ritual torching of the shrine of a particularly active witch-doctor in northern Uganda by anti-sacrifice campaigners.

The witch-doctor allowed ceremonial items including conch shells and animal skins to be burned in his sacred grove after agreeing to give up sacrifice.

He told us that clients had come to him in search of wealth.

"They capture other people's children. They bring the heart and the blood directly here to take to the spirits… They bring them in small tins and they place these objects under the tree from which the voices of the spirits are coming," he said.

Asked how often clients brought blood and body parts, the witch-doctor said they came "on average three times a week - with all that the spirits demand from them."

We saw a beaker of blood and what appeared to be a large, raw liver in the shrine before it was destroyed, although it was not possible to determine whether they were human remains.

Extortion

The witch-doctor denied any direct involvement in murder or incitement to murder, saying his spirits spoke directly to his clients.

He told us he was paid 500,000 Ugandan shillings (£160 or $260) for a consultation, but that most of that money was handed over to his "boss" in a nationwide network of witch-doctors.

Head of the Anti-Human Sacrifice and Trafficking Task Force, assistant commissioner Moses Binoga of the Ugandan police, said he knew of the boss referred to - involved in one of five or six witch-doctor protection rackets operating in the country.

"The senior ones extort money from lower people because they deal in illegal things," he told us.

Mr Binoga said police had opened 26 murder cases in 2009, in which the victim appeared to have been ritually sacrificed, compared with just three cases in 2007.

"We also have about 120 children and adults reported missing whose fate we have not traced. We cannot rule out that they may be victims of human sacrifice," he said.

But child protection campaigners believe the real number is much higher, as some disappearances are not reported to police.

Activism

Former witch-doctor turned anti-sacrifice campaigner Polino Angela says he has persuaded 2,400 other witch-doctors to give up the trade since he himself repented in 1990.

Mr Angela told us he had first been initiated as a witch-doctor at a ceremony in neighbouring Kenya, where a boy of about 13 was sacrificed.

"The child was cut with a knife on the neck and the entire length from the neck down was ripped open, and then the open part was put on me," he said.

When he returned to Uganda he says he was told by those who had initiated him to kill his own son, aged 10.

"I deceived my wife and made sure that everyone else had gone away and I was with my child alone. Once he was placed down on the ground, I used a big knife and brought it down like a guillotine."

Asked if he was afraid he might now be prosecuted as a result of confessing to killing 70 people, he said:

"I have been to all the churches… and they know me as a warrior in the drive to end witchcraft that involves human sacrifice, so I think that alone should indemnify me and have me exonerated."

Uganda's Minister of Ethics and Integrity James Nsaba Buturo believes that "to punish retrospectively would cause a problem... if we can persuade Ugandans to change, that is much better than going back into the past."

Child protection activists in organisations such as FAPAD (Facilitation for Peace and Development) and ANPPCAN (African Network for the Prevention and Protection against Child Abuse and Neglect) have highlighted recent cases of ritual killing and called for new legislation to regulate so-called "traditional healers".

Witness testimony

In some cases against alleged witch-doctors due to come to trial later this year, police will use the testimony of children who managed to survive abduction.

One such witness is a three-year-old boy called Mukisa, who was left for dead after his pen.is was hacked off by an assailant.

He survived thanks to quick work by surgeons, and later told police he had been mutilated by a neighbour who is known to keep a shrine.

Mukisa's mother told us: "Every time I look at him, I ask myself how his future is going to be - a man without a pen.is - and how the rest of the community will look at him, with private parts that can neither be attributed to a man or a woman. Every time I recall the normal birth that I had and the way Mukisa is now, it is like the end of the world."

The villages and farming communities that surround Uganda's capital, Kampala, are gripped by fear.

Schoolchildren are closely watched by teachers and parents as they make their way home from school. In playgrounds and on the roadside are posters warning of the danger of abduction by witch doctors for the purpose of child sacrifice.

The ritual, which some believe brings wealth and good health, was almost unheard of in the country until about three years ago, but it has re-emerged, seemingly alongside a boom in the country's economy.

The mutilated bodies of children have been discovered at roadsides, the victims of an apparently growing belief in the power of human sacrifice.
'Sacrifice business'

Many believe that members of the country's new elite are paying witch doctors vast sums of money for the sacrifices in a bid to increase their wealth.

At the Kyampisi Childcare Ministries church, Pastor Peter Sewakiryanga is teaching local children a song called Heal Our Land, End Child Sacrifice.

To hear dozens of young voices singing such shocking words epitomises how ritual murder has become part of everyday life here.

"Child sacrifice has risen because people have become lovers of money. They want to get richer," the pastor says.

"They have a belief that when you sacrifice a child you get wealth, and there are people who are willing to buy these children for a price. So they have become a commodity of exchange, child sacrifice has become a commercial business."

The pastor and his parishioners are lobbying the government to regulate witch doctors and improve police resources to investigate these crimes.

According to official police figures, there was one case of child sacrifice in 2006; in 2008 the police say they investigated 25 alleged ritual murders, and in 2009, another 29.

The Anti-Human Sacrifice Police Task Force, launched in response to the growing numbers, says the ritual murder rate has slowed, citing a figure of 38 cases since 2006.

Pastor Sewakiryanga disputes the police numbers, and says there are more victims from his parish than official statistics for the entire country.

The work of the police task force has been strongly criticised by the UK-based charity, Jubilee Campaign.

It says in a report that the true number of cases is in the hundreds, and claims more than 900 cases have yet to be investigated by the police because of corruption and a lack of resources.



Tepenensi led me to a field near her home where she found the body of her six-year-old grandson Stephen, dumped in the reeds. She trembled as she pointed out the spot where she found his decapitated body; he had been missing for 24 hours.

Clutching the only photo she has of her grandson, Tepenensi sobbed as she explained that although the local witch doctor had admitted to sacrificing Stephen, the police were reluctant to pursue the case.

"They offered me money to keep quiet," she says. "I refused the offer."

No-one from the Ugandan government agreed to do an interview. The police deny inaction and corruption.

The head of the Anti-Human Sacrifice Police Task Force, Commissioner Bignoa Moses, says the police are doing all they can to tackle the problem.

"Sometimes, they accuse us of these things because we make no arrests, but we are limited. If we get information that someone is involved in criminal activities like human sacrifice, we shall go and investigate, and if it can be proven we will take him to court, but sometimes the cases are not proven."
Boy castrated

At Kampala main hospital, consultant neurosurgeon Michael Muhumuza shows me the X-rays of the horrific injuries suffered by nine-year-old Allan.

They reveal missing bone from his skull and damage to a part of his brain after a machete sliced through Allan's head and neck in an attempt to behead him; he was castrated by the witch doctor. It was a month before Allan woke from a coma after being dumped near his village home.

Allan was able to identify his attackers, including a man called Awali. But the police say Allan's eyewitness account is unreliable.

Local people told us that Awali continues to be involved with child sacrifice.

For our own inquiries, we posed as local businessmen and asked around for a witch doctor that could bring prosperity to our local construction company. We were soon introduced to Awali. He led us into a courtyard behind his home, and as if to welcome us he and his helpers wrestled a goat to the ground and slit its throat.

"This animal has been sacrificed to bring luck to us all," Awali explained. He then demanded a fee of $390 (£250) for the ritual and asked us to return in a few days.

At our next meeting, Awali invited us into his shrine, which is traditionally built from mud bricks with a straw roof. Inside, the floor is littered with herbs, face masks, rattles and a machete.

The witch doctor explained that this meeting was to discuss the most powerful spell - the sacrifice of a child.

"There are two ways of doing this," he said. "We can bury the child alive on your construction site, or we cut them in different places and put their blood in a bottle of spiritual medicine."

Awali grabbed his throat. "If it's a male, the whole head is cut off and his genitals. We will dig a hole at your construction site, and also bury the feet and the hands and put them all together in the hole."

Awali boasted he had sacrificed children many times before and knew what he was doing. After this meeting, we withdrew from the negotiations.

We handed our notes to the police. Awali is still a free man.
'No voice'

Allan's father, Semwanga, has sold his home to pay for Allan's medical treatment, and moved to the slums near the capital.

Sitting on the steps of their makeshift house, built from corrugated sheets of metal, I showed the footage of our meeting with the witch doctor to Allan on my laptop. He pointed to the screen and shouted "Awali!" confirming he is the man who attacked him.

Pastor Sewakiryanga says without the full force of the law, there is little that can be done to protect Uganda's children from the belief in the power of human sacrifice.

"The children do not have voices, their voices have been silenced by the law and the police not acting, and the people who read the newspapers do nothing, so we have to make a stand and do whatever it takes to stamp out this evil, we can only pray that the government will listen."

Aren't there laws there that can protect children from participating in these rituals. I think that's really ridiculous, unfair and wrong.  Sad

Actually i see a relaxation in these laws coming. If we here in America trully believe in freedom of religion we have to allow occult practices. I know that anmal sacrifices are being allowed in some states, and challenged in others. As the end gets closer and closer we will see a slide further back into the ancient demonic ways accepted.

I agree. You hit the nail on the head. The "law" of the land doens't allow for discrimination, and if you look at the UN charters on rights, you'll see that they insist no discrimination of ANY religion, just like the Masons. It's a BYOG system of the world.

And the Constitution makes no law regarding relgion so anything is fair game as a right under the Constitution, so long as it doesn't break other laws, usually relating to violence or harm to people. Animals are fair game in many states as a religious practice, like Santaria.

Scripture clearly says we will see an increase in evil, so I do expect the evil practices to increase and be more "accepted" by the world.

It's just like the debate years ago over a local cable station wanted to block a KKK group from having a show on a cable station. And truth be told it was churchianity protesting the show, so they went to court, and the KKK won. Freedom of speech stuff and you can't restrict based on religion, etc., so yeah, I see more coming too.

Indian men thought 7-year-old's slaughter would lead to more crops


A seven-year-old Indian girl was murdered in a tribal sacrifice and her liver offered to the gods to improve crop growth, police in the central state of Chhattisgarh said on Sunday.

The body of Lalita Tati was found in October one week after her family reported her missing.

"A seven-year-old girl was sacrificed by two persons superstitiously believing that the act would give a better harvest," Narayan Das, the police chief of Bijapur district, told AFP by telephone.

The two men was arrested on Wednesday on suspicion of killing the girl and offering her liver to the gods in a grisly tribal ceremony. Police said the men had confessed to the crime.

The girl was murdered in a jungle district of Chhattisgarh that is a stronghold of rebel Maoists who have tapped into disaffection among local tribal groups.

Human sacrifices occasionally make headlines in deeply religious and superstitious India, and usually occur in poor areas where some people revere practitioners of black magic.

Two suspected child sacrifices were reported in Chhattisgarh in 2010, while in the same year the decapitated body of a factory worker was found in a temple in the eastern state of West Bengal.

The victims are often ritually killed by witchdoctors to appease gods, spirits or deities.
