The EPA and the Department of Justice and Department of Interior, have decided it would be a good idea if it seized an entire town, including everyone’s property and turn it over to an Indian Nation. The EPA did exactly this without telling the mayor or any other elected official.

The town in question is Riverton, Wyoming and this transfer of ownership was accomplished under the authority of the Clean Air Act which “allowed” the EPA to hand over Riverton to the Wind River Indian Reservation. This land grab amounts to the transfer of ownership of over one million acres and impacts over 10,000 Americans.

In the case of Riverton, WY., the EPA has a powerful ally in the form of President Obama through the use of Executive Order (EO)13603. This EO combined with the heinous actions of the EPA have now been used to steal an entire town and over a million acres from Wyoming. If mutli-state areas as well as a state can be subjugated by Agenda 21, then none of us are safe.

Oh really? I think the native residents might disagree! "Wyoming" never had a legal right to that land, as it was simply stolen by the US from the Native Americans. Talk about occupation.  Roll Eyes

It seems like TPTB want this in order to implement a lot of their A21 agendas(ie-making all of these SMALL, eco, compact apartments).

And speaking of mega - it seems like it's become the norm in a lot of areas - mega-movie theaters, mega-malls, mega-bookstores, mega-churches, and now this...(and ultimately, all of this lures the lusts of the flesh)...

Agenda 21, the United Nation’s open plan for global sustainability, is widely understood to be voluntary. Critics of the scheme, however, insist the UN is engaging in double-speak, and that this so-called “volunteer” status is actually creating a world government through the interlinking of UN bureaucracies and international corporations.

It is appears now they may be right, this time involving a place most households in the Western world cannot avoid, the grocery store.

As it turns out, every item scanned at Wal-Mart, America’s top food reseller with an estimated 25% of market share, supports Agenda 21 through a little known organization called the Global Reporting Initiative.  The GRI, according to its website, is a non-profit entity which “promotes the use of sustainability reporting as a way for organizations to become more sustainable and contribute to sustainable development.” Wal-Mart is one of the growing number of corporations who attach to the registry, “voluntarily” conforming to the policies of GRI, which is a “collaborating centre” with the United Nations Environment Programme (UNEP).

The GRI functions as an over-the-shoulder manager, one that tracks compliance—through a school-style alphabet grading system—by companies who submit the proper paperwork and commit to managing their firms under the dictates of Agenda 21. UNEP, the executor of Agenda 21, is plain in its expectations and goals for the initiative, saying, “You can’t manage what you can’t measure.”

Wal-Mart, for its part, dedicates eight pages of the corporate website to explaining the company’s “global responsibility” values, including an explanation of the “live better” portion of the company’s current ad campaign, “Save money. Live better.” The phrase, according to Wal-Mart’s sustainability page, reflects a strong commitment toward “driving meaningful change in a way that no other company can.”

But Wal-Mart’s compliance is more than just a shallow public relations tactic. In fact, the economic powerhouse is in full submission to the GRI, promising “progress,” “engagement with external stakeholders,” and “making corrections as needed.” Pointedly, the company has added sustainability standards to what are already considered hard-core demands on suppliers. One mandate, for example, requires that “all direct import suppliers source 95 percent of their production from factories that receive one of our two highest ratings in audits for environmental and social practices.” Wal-Mart is only one of thousands of companies bringing its customers into compliance with Agenda 21, most recently promoted as the solution to the now debunked fear of catastrophic man-made climate change.  Last year Kroger, in second place for American grocery sales, produced a 69-page sustainability report for the GRI, touting it as “the world’s most widely used sustainability reporting framework.”  (For the sustainability rankings of major global corporations)

Because Agenda 21 is comprehensive in scope, this is only the first wave of the Global Reporting Initiative. Currently the Initiative is targeting mid-sized companies and locally-owned concerns around the globe,  pushing them to follow the track laid by 95% of world’s largest companies, who have already begun self-reporting.  According to GRI, “developing countries and Small and Medium Enterprises (SMEs) will be given particular attention in progressing on sustainability reporting.” Rural areas are also being brought into the reporting fold, through efforts such as the Sustainable Rural Management project in Spain.

The focus on private enterprise is only one road of many leading toward full implementation of Agenda 21/global sustainability in the past two decades. Much of the progress thus far has been through laws and regulations enacted by governments around the world, including the United States. American citizens became yoked to the plan when President George H.W. Bush enthusiastically assented “by consensus” in 1992 at the United Nations Conference on the Environment and Development in Rio de Janeiro, where it was first publicly unveiled.  Recently the Global Reporting Initiative and the United Nations Environment Programme (UNEP) boosted the force of national governments with the formation of The Group of Friends of Paragraph 47 [of Agenda 21], made up of heads of state from around the world, where “leading governments join together to commit to corporate sustainability reporting.

Local governments have also been strongly directed to enter the collective through tendril organizations such as the International Council on Local Environmental Initiatives (ICLEI), which began three years before the Rio conference in an effort to press small municipalities into helping stop ozone depletion. According to his online resume,  the founder of ICLEI, Jeb Brugmann, “conceived and led promotion of L[ocal] A[genda]21 scaling worldwide through ‘national campaigns’ led by national associations of local government.”

Also, a great many well-meaning citizens and local media are being drawn Pied Piper-style into compliance through “Transform” programs, where a trained organizer facilitates public input sessions with the purported purpose to improve communities.  Though promoted as grassroots, these efforts do not originate in the targeted cities, nor are participant’s comments used. Instead, the meetings are guided via the Delphi technique, creating a “consensus” in line with pre-set goals consistent with “Transforming America Under UN Agenda 21.”

Far from a glob of stagnant bureaucracy, in the past 20 years the United Nations has developed a formidable circle of “volunteers,” including presidents and prime ministers, CEOs of international corporations, titans of global finance, non-profit entities and religious organizations, state and provincial lawmakers and governors, local players and naïve shoppers. Together they are creating and complying with a system that will measure and manage everything from AC batteries to zombie Nerf guns. And the Global Reporting Initiative is bringing them all together “voluntarily” under a dark net of paperwork.

The UN is clear about why it continues building a web of human control unprecedented in recorded history: “An enabling global environment is a necessary condition for the post 2015 agenda to succeed, to set the global community on a course toward a 2030 which is more prosperous, more equitable, more peaceful and more just.”

Agenda 21: The BLM Land Grabbing Endgame

Why is the federal government so obsessed with grabbing more land?  After all, the federal government already owns more than 40 percent of the land in 9 different U.S. states.  Why are federal bureaucrats so determined to grab even more?  Well, the truth is that this all becomes much clearer once you understand that there is a very twisted philosophy behind what they are doing.  It is commonly known as “Agenda 21″, although many names and labels are used for this particular philosophy.  Basically, those that hold to this form of radical environmentalism believe that humanity is utterly destroying the planet, and therefore the goal should be to create a world where literally everything that we do is tightly monitored and controlled by control freak bureaucrats in the name of “sustainable development”.  In their vision of the future, the human population will be greatly reduced and human activity will be limited to strictly regulated urban areas and travel corridors.  The rest of the planet will be left to nature.  To achieve this goal, a massive transfer of land from private landowners to the federal government will be necessary.

So the conflict between Nevada rancher Cliven Bundy and the BLM is really just the tip of the iceberg.  The reality is that the BLM has their eyes on much bigger prizes.

For example, Breitbart is reporting that the BLM is looking at grabbing 90,000 privately-held acres along the Texas/Oklahoma border…

    After the recent Bundy Ranch episode by the U.S. Bureau of Land Management (BLM), Texans are becoming more concerned about the BLM’s focus on 90,000 acres along a 116 mile stretch of the Texas/Oklahoma boundary. The BLM is reviewing the possible federal takeover and ownership of privately-held lands which have been deeded property for generations of Texas landowners.

    Sid Miller, former Texas State Representative and Republican candidate for Texas Agriculture Commissioner, has since made the matter a campaign issue to Breitbart Texas.

    “In Texas,” Miller says, “the BLM is attempting a repeat of an action taken over 30 years ago along the Red River when Tommy Henderson lost a federal lawsuit. The Bureau of Land Management took 140 acres of his property and didn’t pay him one cent.”

Needless to say, officials down in Texas are not pleased about this.  In fact, just check out what the attorney general of Texas is saying…

    Gen. Abbott sent a strongly-worded letter to BLM Director Neil Kornze, asking for answers to a series of questions related to the potential land grab.

    “I am deeply concerned about the notion that the Bureau of Land Management believes the federal government has the authority to swoop in and take land that has been owned and cultivated by Texas landowners for generations,” General Abbott wrote. “The BLM’s newly asserted claims to land along the Red River threaten to upset long-settled private property rights and undermine fundamental principles—including the rule of law—that form the foundation of our democracy. Yet, the BLM has failed to disclose either its full intentions or the legal justification for its proposed actions. Decisions of this magnitude must not be made inside a bureaucratic black box.”

    In an exclusive interview with Breitbart Texas, General Abbott said, “This is the latest line of attack by the Obama Administration where it seems like they have a complete disregard for the rule of law in this country …And now they’ve crossed the line quite literally by coming into the State of Texas and trying to claim Texas land as federal land. And, as the Attorney General of Texas I am not going to allow this.”

Does the federal government actually need more land?

As I mentioned above, the feds already own more than 40 percent of the land in 9 different U.S. states…

Nevada: 84.5 percent
Alaska: 69.1 percent
Utah: 57.4 percent
Oregon: 53.1 percent
Idaho: 50.2 percent
Arizona: 48.1 percent
California: 45.3 percent
Wyoming: 42.4 percent
New Mexico: 41.8 percent

The federal government does not need more land.  But there is an obsession to grab more so that the dictates of Agenda 21 can be implemented.

The map that I have posted below is a simulation of what the endgame of Agenda 21 might look like.  If these radical environmentalists get their way, the only areas that will be allocated for normal human use will be the areas in green…



If you do not go along with the “sustainable development” agenda, you risk being labeled a “threat” to be dealt with.

For example, Senator Harry Reid has used the label “domestic terrorists” to describe those that showed up to support Cliven Bundy at his ranch.

Reid could have used lots of other labels.  But he specifically chose to call them terrorists.  And considering what the law allows the feds to do to “terrorists”, that is quite chilling.

And don’t think that if you just stay quiet that you won’t get labeled as a “terrorist”.  In fact, there is a very good chance that you already fit several government criteria for being a terrorist.  Just check out the list below.  It comes from my previous article entitled “72 Types Of Americans That Are Considered ‘Potential Terrorists’ In Official Government Documents“…

We live at a time when the federal government is becoming increasingly oppressive.  Just consider the following excerpt from a recent article by John W. Whitehead…

    It’s not just the Cliven Bundys of the world who are being dealt with in this manner. Don Miller, a 91-year-old antiques collector, recently had his Indiana home raided by the FBI, ostensibly because it might be in the nation’s best interest if the rare and valuable antiques and artifacts Miller had collected over the course of 80 years were cared for by the government. Such tactics carried out by anyone other than the government would be considered grand larceny, and yet the government gets a free pass.

    In the same way, the government insists it can carry out all manner of surveillance on us—listen in on our phone calls, read our emails and text messages, track our movements, photograph our license plates, even enter our biometric information into DNA databases—but those who dare to return the favor, even a little, by filming potential police misconduct, get roughed up by the police, arrested, charged with violating various and sundry crimes.

This was not what our founders intended.

Our liberties and freedoms are being eroded a little bit more with each passing day, and most Americans don’t even seem to care.

In the end, we will pay a great price for our apathy.

Feds Seize New Mexico Ranch to Rid the West of Ranchers

Thanks to the extremists involved in The Wildlands Project of 1992 and their cozy relationship with greedy government bureaucrats, ranchers throughout the West are being squeezed off their land.  They work in conjunction with liberal Federal judges who aid and abet the theft.

Ranchers are being squeezed off their land, having their cattle seized and being refused water and grazing rights so the government can take over Western land and declare it “open spaces.” The government often leases the land and makes money off it.

They just seized another ranch – the Diamond Bar in New Mexico owned by Kit and Sherry Laney.

It was only a matter of time thanks to a 1997 court ruling which says the cattle are trespassing on government land.

Though the feds have seized the ranch and the cattle, they cannot sell it without permission of the State Livestock Board. The local Sheriff Cliff Snyder has informed the Forest Service and other local, state and federal officials that they cannot ship or sell the cattle.

The case is critical in determining whether or not the government will be stopped as it seizes all ranch land in the West.

Before I go on, you need to know about The Wildlands Project. It is an outgrowth of the UN Agenda 21, which is often referred to as a conspiracy theory despite the fact that it is clearly described on the UN and ICLEI websites.



The Wildlands Project, now called the Wildlands Network, works in coordination with the government and other extremist groups. They have “set aside the goal of preserving 50% of the North American continent as ‘wild land’ for the preservation of biological diversity,” according to their own stated goals on their website. It conforms to the UN plan outlined in the map above.

The Wildlands plan is to create larger public lands by acquiring private lands adjoining public lands.

“Re-wilding” the land that they have set aside for nature requires moving humans into human settlements.

David Foreman, former board member of Sierra Club, is the current Director of the Rewilding Institute. He believes, as do many of his colleagues, that we must control human population growth. “We must stabilize and then reduce population to stop driving extinction of species, destruction of ecosystems, and production of greenhouse gases,” he said.

Foreman is the Founder of Earth First which he described as a warrior society in the 1980′s. It is believed he has engaged in assault and vandalism and has promoted violence.

How Foreman sees humans in relation to the rest of the world is clear: “An individual human life has no more intrinsic value than does an individual Grizzly Bear life. Human suffering resulting from drought and famine in Ethiopia is tragic, yes, but the destruction there of other creatures and habitat is even more tragic.”

That statement explains why they want to preserve at least half the United States for animals, insects and plants.

Laney’a Diamond Bar is one more ranch in the crosshairs of the environmental extremists and the government land grabbers. The ranch is on 180,000 acres of beautiful land.

Sadly, most Americans are not going to take this report seriously because they can still turn on their taps and get as much fresh water as they want.

For generations, we have been able to take our seemingly endless supplies of fresh water completely for granted, but things have now changed.

We are heading into a horrendous water crisis unlike anything that the world has ever experienced before, and right now there do not seem to be any large scale solutions capable of addressing this crisis.

Hundreds of millions of people living in North Africa, the Middle East, India and parts of China already deal with severe water shortages as part of their daily lives.

But this is just the beginning.

If nothing is done, the lack of fresh water will eventually be deeply felt by nearly everyone on the entire planet.

Amid drought, California declares war on lush lawns

Los Angeles (AFP) - Lush green lawns, a symbol of the American way of life, are under attack in California, where "cash for grass" programs have sprouted like weeds amid a severe drought.

With the western US state struggling to conserve water, locals are re-landscaping their outdoor spaces as attitudes shift about what constitutes an attractive yard.

And municipal monetary incentives -- reflecting the dire circumstances depleting reservoirs and underground aquifers -- are making it that much easier for many to make the switch.

Los Angeles, for example, is offering $3 for every square foot of grass that is replaced with more water-efficient options such as drought-tolerant plants, rocks and pebbles.

Under the "Cash in Your Lawn" incentive, property owners can get up to $6,000 for making the conversion.

"People forget we live in the desert -- why do we try to make it the Midwest?" asked Larry Hall, a jazz musician and LA resident as he ripped up his front lawn to replace it with a more environmentally friendly one.

His wife Barbara said the city's program made it possible to actually follow through and foot the bill for the project.

"We've thought about it, we've had estimates on re-landscaping but they were a little bit too high," she said. "So the rebate made it more of a reality."

Similar programs have sprung up elsewhere in California as the three-year drought shows no signs of abating and threatens the water supply of the state's 38 million inhabitants.

Two weeks ago, Governor Jerry Brown took emergency measures aimed at the watering of lawns, forbidding residents from doing so more than twice a week.


He has also temporarily prohibited fines that some communities and homeowner associations typically impose on people who let their lawns turn brown during the summer months for tarnishing a neighborhood's image.

In local media, meanwhile, readers and editorials calling for banning the watering of lawns and especially golf courses have multiplied of late as farmers face restrictions.

-'Traditional' taking backseat? -

Anne Phillips, owner of Go Green Gardeners hired by the Halls, said it was time to let go of what was once considered the norm.

"You know the 50s, 60s image of the traditional ranch style home with the lawn and ... you know there is something maybe in our childhoods or whatever about the way our house should look," she said.

"I think we just need to kind of move beyond that."

For Phillips, the "cash for grass" programs have proven to be a windfall, with her company seeing a 30 percent spike in business.

To make a garden more ecological, she replaces sprinklers -- which result in a large amount of evaporation and water loss -- with systems that are precisely placed and emit water sparingly.

In terms of plants, she favors succulents, herbs, lavender and agaves, among others.

"It isn't something that has to be just boring and unattractive and really dry looking," she said.

Spawned by either increased environmental awareness or soaring water bills, dry or desert gardens are gaining ground in Los Angeles, especially in chic parts of town.

But they're still not standard.

Stephanie Pincetl, director of the California Center for Sustainable Communities at the University of California Los Angeles, said she received an anonymous letter asking her to remove hers.

"But then, as I was starting to do it, a neighbor saw me and told me 'stop!' This is my favorite garden of the neighborhood!"

Pincetl suggested two meters -- "a meter for indoor water use, where water is priced affordably, and a meter for outdoor water use that reflects water scarcity" -- was the way to get "Angelenos" to cut back.

"It's a bill for all water use so one understands that 60 percent at least of the water that you are billed for is used outside," she added as a large puddle formed on the sidewalk opposite hers due to a badly placed sprinkler.

The Chinese Provide a Glimpse of An American Post-Collapse Society

As ISIS is rampaging across Iraq and Syria, Ebola is on the loose and the flames of civil discontent are spreading across the United States, the country stands at a crossroads. Dateline Australia estimates that as many as 10 of these cities are being built every year. We, in the United States, should watch this Agenda 21 canary in the mine because it represents our future.

China Is Now an Urban Country

China’s urban population has passed the 50% mark, according to China’s Bureau of Statistics. America reached this milestone in 1920, almost a full century before the Chinese and our urbanization was fueled by the demand for cheap labor to fill the new factory jobs. The Communist Chinese regime touts urbanization as the engine behind China’s future economic development. The Chinese propagandists are telling the masses that they must accept relocation from rural to urban because it will fuel the Chinese economy of the future. And what the Chinese propagandists are telling the people is a lie and as with many things in politics, there is the reason and there is the real reason.
Chinese Propaganda

Although the Chinese government and a select few globalist corporations claim that the Chinese urban population migration is fueled by the need for workers, other Chinese experts tell a different story.

In a Nov. 23, 2011 report, the Beijing Times, one of the most liberal of the Chinese newspapers, quoted the deputy inspector at China’s National Land Bureau, Gan Zangchun, said that the government land acquisition has created “fake urbanization.” In other words, the Chinese urbanization, based upon economic reasons, is a fraud. Then why is there such an urgency on the part of the Chinese government to move its population to urban areas at such a rapid pace and with such inhumanity?
The Real Reasons

For the past few years, people in the West were baffled as to why the Chinese were building massive ghost cities that can house over 1 million people each and yet, these ghost cities were dormant until just recently. The Chinese have over 65 million micro-apartments (i.e. apartments which are under 500 square feet) which lie vacant in these ghost cities.

The urbanization of America took place in proportion to the number of factory jobs which were available well into the industrial period of our history. The American factory jobs enticed future workers to leave the farm and relocate to cities. However, China is taking a “build it and they will come” approach. In other words, the more naive among us are supposed to believe that if the people move into the cities, factory jobs will follow. Stalin tried it as did Pol Pot, and it did not work and what we are really looking at here is a cover story.
More Chinese Experts Debunk the State Propaganda

Chinese political refugee and Princeton University professor, Cheng Xiaonong, stated that in several Chinese locations, farmers are being forcibly relocated at gun point and forced to relocate to urban areas. Cheng said, “[Party chief] Bo Xilai has been promoting a policy of moving farmers into towns, building apartments and moving forcibly relocated farmers into these stack and pack apartments and treating this as urbanization.” Cheng said urbanization isn’t about calculating how many farmers are relocated into cities, but about farmers being able to move into the city and gaining some measure of sustainable employment and adequate living conditions. These relocated farmers, without the prospect of jobs, is a recipe for economic and social disaster. Soon, there will be tens of millions of Chinese totally dependent on government handouts to survive. This is the power that governments strive to obtain because it gives them total control. This Chinese scene is reminiscent of the Agenda 21 inspired movie, Hunger Games.

Cheng makes the same observations as many other Chinese experts as he added that “urbanization is generally accompanied by economic growth as was the case in the US. In other countries, urbanization happens naturally, but in mainland China, urbanization is the result of the Chinese regime forcefully pushing farmers off of their land.”

Since the Chinese are not industrialized to the point which would justify the mass movement of 1 million people per month into its ghost towns, any reasonable person would be asking the question, why?

 
Who Is Behind Chinese Urbanization?

The Chinese government has held many conferences in which they have received consultation from some very disturbing sources, known to most of us as the global elite.

paulsonWho could forget Hank Paulson, the former Secretary of the Treasury and the former CEO of Goldman Sachs? Paulson is championing the strategy of forced relocation. In relation to Paulson’s observation and encouragement of Chinese urbanization he states, “The country’s economy is heading in the right direction. This is more important than achieving short-term growth.” Paulson went on to say that the economic growth in China has made urbanization a necessary and proper development. Are you kidding me? We have heard from Chinese experts, both inside and outside the country, who claim that economics is not fueling urban growth. Chinese urban growth is being fueled by bayonets and bullets. Hank Paulson is such a gem. I’m sure you remember “Mr. too-big-to-fail”, Hank Paulson, when he told Congress that if we, the American taxpayer, did not bail out Wall Street, there would be an economic collapse and we would have martial law and the rest as they say, is history. Bailout after bailout has come and gone and the net effect is that the American economy is in a tailspin. One has to legitimately have to wonder why the Chinese are taking economic advice from him? That’s like taking advice from Dr. Kevorkian on how to preserve life.

Another key globalist, Dominic Barton, the global managing director of McKinsey & CO., and he too sounds like a Paulson clone, as he recently stated, “The good news is that there is an underlying force of growth and that’s urbanization. What we’re basically seeing is more than 250,000 people moving from rural areas to cities every week.” 

Maurice Strong and George Soros are also players in this mass migration movement. If job demand is not fueling urbanization, then what is?
Getting Down to the Truth

It would seem that key globalists are trying to disguise the real reasons on why the Chinese government is forcibly relocating one million farmers per month to their ghost cities. Ask yourself America, where have we seen the philosophical belief that rural areas should be uninhabited and the population should be herded into densely populated stack and pack cities?

Make no mistake about it, the Chinese with the backing of globalist corporations like Goldman Sachs, are engaged in full-blown Agenda 21 relocation of its civilian population from rural areas to the stack and pack of their mega-cities. From the outside looking in, it looks like a beta test. And there is sufficient evidence to suggest that the same is preparing to happen in the United States.
The Chinese Are Behind a Barrel and They Have Pointed That Barrel At Their People

Why would the Chinese be taking marching orders from Paulson, Strong, Soros and company? The answer is simple, the Chinese government hopes to survive the coming bond collapse in the US which could happen in mere days, weeks or months. The Chinese hold much of our debt in bonds. The Chinese have undoubtedly come to the full realization that their economy will massively implode when American bonds crash and the best way to control the people’s backlash is to herd them together in what has become dubbed as “stack and pack” Agenda 21 cities.
Analysis

By moving one million people per month to the ghost cities, the Chinese will find that subjugating their country will be much easier when a martial law crackdown is instituted as necessitated by the coming economic catastrophe. that is going to befall both China and the United States.

It is also not difficult to speculate that the Chinese have made an under the table deal with the global elite to be the beta test for Agenda 21 style population forced relocation in order to temporarily to stave off absolute financial ruin.

Many are probably wondering if there is anything going on inside the United States which parallels the forced relocation of the population to these “stack and pack” cities?” The short answer is, most definitely. The days are numbered for both American suburbs and rural areas.

Thanks to Mayor Bloomberg and the San Francisco City Council, the concept of transition towns, inner city developmental tax breaks for construction and much more, America is following suit with the Chinese style Agenda 21 policies on many fronts and this is the topic of Part two of this series.

EPA’s New Power Grab Includes Rain Water, says AMAC

‘The agency seeks to expand the definition of the waterways it regulates to include puddles’

WASHINGTON, DC, Dec 5 – “Government has grown more aggressive as it seeks to trample on our rights with regulations that are so intrusive they are positively inane, including a new one that would give the EPA the right to regulate rain water,” according to Dan Weber, president of the Association of Mature American Citizens.

Weber said that he was not amused when the Environmental Protection Agency announced that it would extend its authority under the Clean Water Act to include puddles.

“The Clean Water Act was enacted in 1972 to prevent the pollution of the nation’s navigable waters.  It was not intended to allow the government to tell us how to deal with naturally occurring ditches on our property just because they might collect rainwater during a storm.  But that’s exactly what the EPA proposes to do.  It would be a joke if it wasn’t for the fact that such pervasive authority is bound to cause hardships for America’s farmers and for the country as a whole,” Weber explained.

Mark Pflugmacher operates a family farm in Champaign County, IL.  He is also a member of the Champaign County Farm Bureau.  As he put it in an OpEd article published in his local paper, The News-Gazette: “If the expanded definition is allowed, permits and other regulatory roadblocks — having to hire environmental consultants, for example — would stand in the way of conducting routine business activities like building fences, removing debris from ditches, spraying for weeds and insects, and removing unwanted vegetation on my own farm.

Pflugmacher cautioned that farmers are not the only businesses that will be impacted if the EPA is given the far-reaching authority it seeks.  “Home builders, real estate agents, aggregate producers, manufacturers and contractors all would be affected. For these small, local businesses, the proposed rule would increase federal regulatory power over private property. The definitions would create confusion and, because they were intentionally created to be overly broad, could be interpreted in whatever way the federal agencies see fit, costing business owners money and the local economy jobs.’

Weber described it as “yet another example of big government, or big brother, if you will, gaining control of our lives, including the cost of living.  The proposed EPA restrictions on the use of plentiful, inexpensive coal to produce affordable electricity will have a profound impact on the price we pay to heat and cool our homes.  The new standing water proposals will undoubtedly increase the cost of the food we eat and the homes in which we live.”

The AMAC chief noted that the nation’s elderly will be the ones who suffer most and called on the new Republican Congress to rein in the regulators “who are usurping the power of our Representatives and Senators to make laws.”

Freedom to Farm or Bust

Virginia, like many other states, offers land preservation tax credits of $100 million a year.  Land preservation tax credits are tied to conservation easements which are binding agreements between a land preservation trust (usually a NGO) and a farmer who receives tax breaks in exchange for “legally restricting future development of their property” for a number of years or in perpetuity, as specified in the contract.

Martha Boneta, who was instrumental in passing the two bills now dubbed Boneta Bill-1 and Boneta Bill-2, bought a farm that had a conservation easement which was administered by the Piedmont Environmental Council, a non-governmental organization, and the Virginia Outdoors Foundation, a state government agency.

The Piedmont Environmental Council is a conservation group that holds 51 easements on 7,600 acres of land in Virginia. According to Kevin Mooney, when Boneta bought her farm in 2006, “she did not receive either tax breaks or money.”

Boneta purchased her 64-acre Liberty Farm in Paris, Virginia, from the Piedmont Environmental Council with the easement already in place from the previous owner. For eight years, Boneta fought the PEC’s frequent farm and intrusive closet inspections, video and photographic surveillance, and other forms of excessive harassment.

Bryant Osborn wrote in Culpeper Star Exponent, “Martha has charged that PEC has trespassed repeatedly on her farm and has attempted to drive her off the farm through unwarranted and overly invasive conservation easement inspections, and an IRS audit she says was instigated by one of PEC’s board members.”

Susan Lider said in a press release, “PEC was caught on video engaging in abusive inspections that involved interrogations and demands to inspect closets, attics, and even photographing the farmer’s laundry.”

The Boneta Bill 1, HB 268, which became law in Virginia with bipartisan support on July 1, 2014, protects “certain activities at agricultural operations from local regulation in the absence of substantial impacts on the public welfare.” This is meant to protect farmers like Martha from intrusive local governments that can go to excessive lengths to harass and prevent an honest farmer from engaging in simple farm activities such as growing organic vegetables, selling sheared wool, and jars of honey.

The Boneta Bill 2, HB 1488, which passed both houses in February 2015, and is awaiting the governor’s action by March 29, 2015, “allows a landowner or other party to a conservation easement to request that the Virginia Land Conservation Foundation use the Administrative Dispute Resolution Act to resolve a dispute relating to the interpretation of the easement.” If and when the bill is signed by the governor, it would control land trusts that currently have few standards, predictability, accountability, consistency, or transparency.

Martha Boneta’s farm has been in the crosshairs of PEC from the beginning but she has not given up. After a November 6, 2014 hearing in front of the Virginia Outdoors Foundation, a motion to take over all easement enforcement, if both Martha Boneta and PEC agreed, resulted in a trustee vote of 6-0 to approve a resolution. The VOF was chartered by the Virginia General Assembly in 1966 to promote land conservation and to monitor easements.

If you might think that Boneta’s troubles are over, you would be wrong.  Kevin Mooney reported that, on December 10, 2014, the PEC’s attorney sent an email to the Virginia Outdoors Foundation declining the amendment proposed by VOF on grounds that it “would likely confer improper private benefits” to Martha Boneta.

In the face of this “preposterous” claim, Bonner Cohen of the National Center for Public Policy said, “For eight years, she has been subjected to harassment and humiliation by the PEC’s reckless enforcement of the easement, and she has spent hundreds of thousands of dollars defending herself.

Whatever the original intent of Virginia’s conservation easement statute, the PEC’s well-documented deplorable behavior calls out for the General Assembly to reform the program, lest other landowners be subjected to the hell she has gone through.”

Back to square one, Martha Boneta refiled a lawsuit in Fauquier County Circuit Court on March 4, 2015 against PEC, the non-profit land trust in which she alleges that “PEC colluded with realtors and government officials to issue zoning citations against her property in order to force her into selling her farm.”

Martha Boneta had withdrawn the original lawsuit in order to allow the opportunity of mediation. Since the mediation has failed, she refiled her lawsuit.

According to a press release of March 5, 2015, “Martha also is considering filing a second lawsuit at the federal level against PEC, based on the Racketeer Influenced and Corrupt Organization Act, commonly known as RICO.”

New evidence emerged that constitutes the basis of the federal RICO lawsuit. In the signed and filed versions of the easement, PEC makes the claim that Thomas “Stonewall” Jackson, the Confederate War General, encamped on Martha’s property on the evening of July 18, 1861. According to the press release, “Historical accounts of Jackson’s movements in Fauquier County place the encampment at another location.”

The press release continues, PEC “makes a similar historical claim about Jackson’s whereabouts in the easement documents it has associated with Ovoka Farm, also located in Paris, but on a separate parcel of land from Liberty Farm.”

This historical connection with Gen. Thomas “Stonewall” Jackson hyped the price of Liberty Farm beyond its actual value, thus Boneta paid $425,000 in 2006. She lost revenue for two years when she was told to fence off 18 acres of the Oak Grove section of the property where no farming was allowed because of the stated connection with the now-debunked historical encampment.

Bill Gates Is Recruiting “Junior Globalists”

Quite obviously, the United Nations is not our friend. Their disdain for family values, the Christian religion and the manipulation, brainwashing and thought control of our youth makes the UN one of the most despicable organizations on the planet. As Agenda 21 policies increasingly are implemented across our country, our young people are increasingly being propagandized to accept the mandates of the New World Order.

Case In Point: The Vehicle Mileage Tax

The United Nations Agenda 21 policies pride themselves in embracing the Green Agenda which includes getting people out of their cars.

In another defeat for humanity and liberty and another victory for the globalist Agenda 21 policies, Oregon has become the first state to implement a vehicle mileage tax (VMT) whereby a motorist is taxed by the number of miles that they drive rather than the amount of gasoline used.

A little widget plugs into the Onboard Diagnostics (OBD) port that are on all cars manufactured since the middle of the 1990’s. The device subsequently plugs into your car’s computer, where the data about your mileageis recorded.  However, this is just the beginning for the “big brotherism” as the system is also capable of monitoring  your speed, rate of acceleration or  whether you are being a good citizen by wearing a seatbelt. Oregon and their VMT is merely a beta test and will serve as a means to extract more money from its citizens and to begin to implement increasingly punitive Agenda 21 policies.

As devastating as programs, such as VMT’s are to you and me, many of our teenage children are not the least bit phased by the implementation of Agenda 21 policies throughout our political social structure.

Increasingly, young adults of driving age are opting to not want tpdrive or own a car.

A full one-third of all young people in the 16-25 demographic have never had a driver’s license and  they don’t want one. The Agenda 21 notion that the globalists want us out of our cars is working. VMT’s are designed to make it cost prohibitive to drive and this will nudge the older driver off the road. Educational propaganda is accomplishing this goal with the young.

The UN Is Recruiting “Junior Globalists”

Bill and Melinda Gates have initiated an offshoot of Agenda 21 programs known as Global Citizen Nights.  Global citizen nights are designed to lure in children and have them engage in some kind of community service with regard to the globalist agenda (e.g. biking vs driving, water conservation, etc.). In exchange for their good deeds, the participating teens will earn points and then be able to exchange their “globalist points” for high valued items such as concert tickets.

When one joins this globalist propaganda program, they are told that “Bill Gates recognizes that individuals have diverse passions and offers the Global Citizen network as one where, ‘some people…will pick women’s reproductive rights, some will pick agriculture. And then there are NGOs in each of those areas that you can volunteer for, give money to, and feel connected.”

Teens are sent tweets, emails and Facebook messages encouraging them to get involved in these UN mandated programs. The targeted teens are given choices to be involved in such “worthy” endeavors as

1. Sustainability

2. Food and hunger

3. Water and Sanitation

4. Health (i.e. vaccines)

5. Women and Girls (i.e. reproduction issues and negative population growth)

6. Education (i.e. Common Core)

7. Ebola Action Center  (author’s note: And you thought we were done with Ebola).

On one positive note, the Global Citizen Nights are intended to replace the drug-infested raves. However, rather than destroying their bodies with drugs such as ecstasy, the youth are destroying their minds with globalist propaganda.  One of the central themes of the Global Citizen Nights is the deliberate denigration of national sovereignty (e.g. “sovereignty is so 20th century) and the adoption of the globalist agenda at an age when young people’s minds are prone to extremist thinking.
The Biggest Threat to Our Youth

The biggest threat to our children is not the loss of the appreciation for the values of this country. This biggest threat to our young people is the loss of their soul. Agenda 21 so disparages the Christian religion, we Christians may soon be forced underground in order to continue with our worship. The Agenda 21 bias shows up in many of the leaders statements about Christianity. For example, President Obama has made the following statements regarding Christianity:

    “Whatever we once were, we are no longer a Christian nation”
    “We do not consider ourselves a Christian nation.”

Conclusion

As Christians make a threat assessment with regard to the implementation of Agenda 21 policies, it is important that we, as Christians, come to know our enemy. This is best exemplified by the following:

    “Among other things, the agenda called for a Global Biodiversity Assessment of the State of the Earth. Prepared by the UN Environmental Programme (UNEP), this 1140 page document armed UN leaders with the “ecological basis, and moral authority” they needed to validate their global management system. The GBA concludes on page 863 that “the root causes of the loss of biodiversity are embedded in the way societies use resources. This world view is characteristic of large scale societies, heavily dependent on resources brought from considerable distances. It is a world view that is characterized by the denial of sacred attributes in nature, a characteristic that became firmly established about 2000 years ago with the Judeo-Christian-Islamic religious traditions. Eastern cultures with religious traditions such as Buddhism, Jainism and Hinduism did not depart as drastically from the perspective of humans as members of a community of beings including other living and non-living elements.” In other words Christians are to blame for the sorry state of the world because their religions do not involve worshiping “sacred nature.”

Christian parents need to perform their due diligence and assume responsibility for the development of the Christian spirit within their children. This begins by educating them about the evils of Agenda 21 and keeping them away from the Hitler Youth Movement type of organizations such as the Bill and Melinda Gates organization known as the Global Citizen Nights. When you hear the phrase “they are coming for your kids”, you need to take heed.

Water shortages for Arizona, Nevada and California to begin in 2016 as Lake Mead reservoir plummets

 If warning after warning is issued but no one listens, does that make it any less dire? That's a great question and one the nation will soon discover the answer to, if the drought situation in the West continues to worsen.

For more than a year NaturalNews and other outlets have been warning of the dire consequences that could befall civil society if drought-related water shortages continue or worsen. We've already reported, for instance, that increasingly desperate Californians have been stealing water already, both from city hydrants and from rural farms.

We've also reported that residents in North Texas have had to resort to drinking water from sewage because of the drought there.

And it's only going to get worse.

Now, Nevada is facing "significant possibilities" of major shortages of water if drought on the Colorado River continues into the next two years, says a worrisome forecast delivered recently by a federal government agency.

"Shortages are on the way"
As further reported by the Las Vegas Review Journal:

Michael Connor, deputy secretary of the Interior Department, said there is a 20 percent chance of shortages in Nevada and Arizona in 2016 if levels of Lake Mead and Lake Powell continue to drop, "and it goes up to almost 50 percent after that."

Connor briefed members of the House Interior subcommittee who met to review the department's budget request for the coming year. Connor, the department's No. 2 leader and its ranking expert on water, appeared alongside Interior Secretary Sally Jewell.

The frank assessment does not surprise many local Nevadans who have, for the past two years, watched in shock as water levels at Lake Mead have continued to drop, leaving boat ramps high and dry and uncovered the remains of small communities that at one point were far below the surface.

The paper said that in July, Lake Mead fell to a record low that has not been recorded since the reservoir began filling up in the late 1930s (when, by the way, was during the "Dust Bowl" drought years in other parts of the West and Southwest).

The continued worsening of drought conditions has led three states - Nevada, California and Arizona - to forge together a number of cooperative initiatives to bank water and save the lake from draining completely, especially since it provides 90 percent of the water for Las Vegas.

Meanwhile the Southern Nevada Water Authority is managing the drilling of a new deep-water intake pipe which will act like a straw to allow water to be pumped into Lake Mead even as its levels continue to fall.

By capacity, Lake Mead and Lake Powell, which is located upstream from Mead, are the country's two largest reservoirs. Combined they have the capability of storing 50 million acre-feet of water (one acre-foot is enough to supply a pair of average Las Vegas Valley homes for better than a year).

"Water wars"
Just 15 years ago both lakes were at their banks. However, years of drought in the mountains above that feed water to them via snowmelt into the Colorado River has had a dramatic impact on capacity. Today the reservoirs are at less than 50 percent capacity, according to Conner, who is the former director of the Bureau of Reclamation.

"When we hit elevation 1,075 (feet above sea level in Lake Mead), the states of Nevada and Arizona will start taking shortages," he told congressmen.

"Right now we will not have a shortage in 2015, but we are looking at significant possibilities starting in 2016 and 2017," he added.

If the drought continues to worsen, others are predicting more theft and even water wars as desperate residents of desperate communities take matters into their own hands.

Rainwater collection being criminalized in U.S. to solidify total government dependence

You might be aware that it is illegal to collect rainwater on your own property in some states, but did you know that doing so could actually land you in jail? That is exactly what is happening to Gary Harrington of Eagle Point, Oregon. He is now facing a 30-day jail sentence and fines of more than $1,500.

His crime? Harrington has been collecting rainwater in three reservoirs on his property, and the government doesn't like it. In Oregon, all water is considered property of the state whether it flows from the tap or falls from the sky.

Collecting, storing and using rainwater is permitted if you obtain a permit from the state, but Harrington's permits were revoked. The reasons why are not clear.

Harrington has been wrangling with Oregon's Water Resources Department for more than ten years. In 2002, the state informed him that they had received "complaints" regarding three reservoirs located on his property. The reservoirs were used to collect and store rainwater and snow melt. One of the reservoirs has been on the property for nearly four decades.

When Harrington received notice from the Water Resources Department, he applied for the appropriate permits required to house storm and snow water runoff. In 2003, the permits were granted, but the state later reversed the decision.

Harrington told CNSNews.com:

They issued me my permits. I had my permits in hand and they retracted them just arbitrarily, basically. They took them back and said 'No, you can't have them,' so I've been fighting it ever since.

Harrington is planning to appeal the conviction, which consists of nine misdemeanor charges against him for having "three illegal reservoirs" on his property. He maintains that the charges are based on a 1925 law that says that the city of Medford owns all of the water in the Big Butte Creek watershed and its tributaries.

Regarding the basis of the case, Harrington said:

Way back in 1925 the city of Medford got a unique withdrawal that withdrew all -- supposedly all -- the water out of a single basin and supposedly for the benefit of the city of Medford. The withdrawal said the stream and its tributaries. It didn't mention anything about rainwater and it didn't mention anything about snow melt and it didn't mention anything about diffused water, but yet now, they're trying to expand that to include that rain water and they're using me as the goat to do it.

Harrington argues that he is not diverting water from Big Butte Creek. Instead, he claims that the water he collects is "diffused water" and therefore not subject to the 1925 law.

Harrington says that the government is "bullying" him:

They've just gotten to be big bullies and if you just lay over and die and give up, that just makes them bigger bullies. So, we as Americans, we need to stand on our constitutional rights, on our rights as citizens and hang tough. This is a good country, we'll prevail.

Many states, such as Oregon and Colorado, have tough laws regarding the collection of rainwater. The only possible explanation for these laws - and the recent trend towards enforcing them more heavily - is that the government does not want self-reliant citizens.

Other laws, such as those requiring people to hook up to the energy grid whether they like it or not, are examples of how the powers that be seek to control us by keeping us dependent on them for things such as power and water.

Citizens like Gary Harrington should be supported for their actions and applauded for having the guts to stand up to the authorities in such matters. As Harrington put it, we need to stand together and "hang tough" if we wish to prevail in becoming as self-reliant as possible.

In September, The UN Launches A Major Sustainable Development Agenda For The Entire Planet

The UN plans to launch a brand new plan for managing the entire globe at the Sustainable Development Summit that it will be hosting from September 25th to September 27th.  Some of the biggest names on the planet, including Pope Francis, will be speaking at this summit.  This new sustainable agenda focuses on climate change of course, but it also specifically addresses topics such as economics, agriculture, education and gender equality.  For those wishing to expand the scope of “global governance”, sustainable development is the perfect umbrella because just about all human activity affects the environment in some way.  The phrase “for the good of the planet” can be used as an excuse to micromanage virtually every aspect of our lives.  So for those that are concerned about the growing power of the United Nations, this summit in September is something to keep an eye on.  Never before have I seen such an effort to promote a UN summit on the environment, and this new sustainable development agenda is literally a framework for managing the entire globe.

If you are not familiar with this new sustainable development agenda, the following is what the official United Nations website says about it…

    The United Nations is now in the process of defining Sustainable Development Goals as part a new sustainable development agenda that must finish the job and leave no one behind. This agenda, to be launched at the Sustainable Development Summit in September 2015, is currently being discussed at the UN General Assembly, where Member States and civil society are making contributions to the agenda.

    The process of arriving at the post 2015 development agenda is Member State-led with broad participation from Major Groups and other civil society stakeholders. There have been numerous inputs to the agenda, notably a set of Sustainable Development Goals proposed by an open working group of the General Assembly, the report of an intergovernmental committee of experts on sustainable development financing, General Assembly dialogues on technology facilitation and many others.

Posted below are the 17 sustainable development goals that are being proposed so far.  Some of them seem quite reasonable.  After all, who wouldn’t want to “end poverty”.  But as you go down this list, you soon come to realize that just about everything is involved in some way.  In other words, this truly is a template for radically expanded “global governance”.  Once again, this was taken directly from the official UN website…

1. End poverty in all its forms everywhere

2. End hunger, achieve food security and improved nutrition, and promote sustainable agriculture

12. Ensure sustainable consumption and production patterns

13. Take urgent action to combat climate change and its impacts (taking note of agreements made by the UNFCCC forum)

14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development

15. Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification and halt and reverse land degradation, and halt biodiversity loss

16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels

17. Strengthen the means of implementation and revitalise the global partnership for sustainable development

As you can see, this list goes far beyond “saving the environment” or “fighting climate change”.

It truly covers just about every realm of human activity.

Another thing that makes this new sustainable development agenda different is the unprecedented support that it is getting from the Vatican and from Pope Francis himself.

In fact, Pope Francis is actually going to travel to the UN and give an address to kick off the Sustainable Development Summit on September 25th…

    His Holiness Pope Francis will visit the UN on 25 September 2015, and give an address to the UN General Assembly immediately ahead of the official opening of the UN Summit for the adoption of the post-2015 development agenda.

This Pope has been very open about his belief that climate change is one of the greatest dangers currently facing our world.  Just a couple of weeks ago, he actually brought UN Secretary General Ban Ki-moon to the Vatican to speak about climate change and sustainable development.  Here is a summary of what happened…

    On 28 April, the Secretary-General met with His Holiness Pope Francis at the Vatican and later addressed senior religious leaders, along with the Presidents of Italy and Ecuador, Nobel laureates and leading scientists on climate change and sustainable development.

    Amidst an unusually heavy rainstorm in Rome, participants at the historic meeting gathered within the ancient Vatican compound to discuss what the Secretary-General has called the “defining challenge of our time.”

    The mere fact that a meeting took place between the religious and scientific communities on climate change was itself newsworthy. That it took place at the Vatican, was hosted by the Pontifical Academy of Sciences, and featured the Secretary-General as the keynote speaker was all the more striking.

In addition, Pope Francis is scheduled to release a major encyclical this summer which will be primarily focused on the environment and climate change.  The following comes from the New York Times…

    The much-anticipated environmental encyclical that Pope Francis plans to issue this summer is already being translated into the world’s major languages from the Latin final draft, so there’s no more tweaking to be done, several people close to the process have told me in recent weeks.

I think that we can get a good idea of the kind of language that we will see in this encyclical from another Vatican document which was recently released.  It is entitled “Climate Change and The Common Good”, and it was produced by the Pontifical Academy of Sciences and the Pontifical Academy of Social Sciences.  The following is a brief excerpt…

    Unsustainable consumption coupled with a record human population and the uses of inappropriate technologies are causally linked with the destruction of the world’s sustainability and resilience. Widening inequalities of wealth and income, the world-wide disruption of the physical climate system and the loss of millions of species that sustain life are the grossest manifestations of unsustainability. The continued extraction of coal, oil and gas following the “business-as-usual mode” will soon create grave existential risks for the poorest three billion, and for generations yet unborn. Climate change resulting largely from unsustainable consumption by about 15% of the world’s population has become a dominant moral and ethical issue for society. There is still time to mitigate unmanageable climate changes and repair ecosystem damages, provided we reorient our attitude toward nature and, thereby, toward ourselves. Climate change is a global problem whose solution will depend on our stepping beyond national affiliations and coming together for the common good. Such transformational changes in attitudes would help foster the necessary institutional reforms and technological innovations for providing the energy sources that have negligible effect on global climate, atmospheric pollution and eco-systems, thus protecting generations yet to be born. Religious institutions can and should take the lead in bringing about that change in attitude towards Creation.

    The Catholic Church, working with the leadership of other religions, can now take a decisive role by mobilizing public opinion and public funds to meet the energy needs of the poorest 3 billion people, thus allowing them to prepare for the challenges of unavoidable climate and eco-system changes. Such a bold and humanitarian action by the world’s religions acting in unison is certain to catalyze a public debate over how we can integrate societal choices, as prioritized under UN’s sustainable development goals, into sustainable economic development pathways for the 21st century, with projected population of 10 billion or more.

Under this Pope, the Vatican has become much more political than it was before, and sustainable development has become the Vatican’s number one political issue.

And did you notice the language about “the world’s religions acting in unison”?  Clearly, the Vatican believes that it has the power to mobilize religious leaders all over the planet and have them work together to achieve the “UN’s sustainable development goals”.

I can never remember a time when the United Nations and the largest religious institution on the planet, the Catholic Church, have worked together so closely.

So what will the end result of all this be?

EPA Grants Itself Power to Regulate Ponds, Ditches, Puddles
John Boehner calls the Obama administration maneuver a "raw and tyrannical power grab."


The EPA has released its Waters of the United States (WOTUS) rule critics say would allow the agency to regulate waterways previously not under federal jurisdiction, including puddles, ditches and isolated wetlands.

Republicans, farmers and industrial groups have called the rule an EPA “power grab” because it extends the agency’s powers to new heights. Environmentalists and the Obama administration, however, argue the WOTUS rule is necessary for protecting water quality.

No matter how you spin it, the EPA’s WOTUS rule does expand the agency’s authority, and creates new avenues for environmental groups to sue projects they want to stop from moving forward.

“The administration’s decree to unilaterally expand federal authority is a raw and tyrannical power grab that will crush jobs,” House Speaker John Boehner said in a statement.

“Despite their assurances, it appears that EPA and the U.S. Army Corps of Engineers have failed to keep their promises to Congress and the American people,” echoed Oklahoma Sen. Jim Inhofe. “In fact, instead of fixing the overreach in the proposed rule, remarkably, EPA has made it even broader.”

Farmers and industry groups worry the new WOTUS rule will expand EPA reach over isolated wetlands, ponds and ditches that have a “significant nexus” to navigable waters — a vague standard employed by the EPA to regulate bodies of water.

This could add another layer of permitting for industries and homeowners as well as more uncertainty caused by the expanded federal role in regulating bodies of water.

“Rather than clarifying the Clean Water Act, today’s ‘interpretive’ guideline from the EPA called the ‘Waters of the United States’ rule entrenches the confused, case-by-case ‘significant nexus’ approach employed by the EPA and USACE,” William Yeatman, a policy analyst at the free-market Competitive Enterprise Institute said in an emailed statement.

But the EPA says its new rule is based on more than 1,200 peer-reviewed scientific studies and “clearly defines” what sources of water the agency now has jurisdiction over. The new WOTUS rule is meant to clear up confusion in the wake of two Supreme Court decisions over federal control of waters, according to the agency.

EPA chief Gina McCarthy even authored a blog post telling farmers that “planting, harvesting and moving livestock across streams have long been exempt from Clean Water Act regulation; the Clean Water Rule doesn’t change that.”

“The final rule doesn’t create any new permitting requirements for agriculture, maintains all previous exemptions and exclusions, and even adds exclusions for features like artificial lakes and ponds, water-filled depressions from construction and grass swales — all to make clear our goal is to stay out of agriculture’s way,” McCarthy wrote.

“The rule, for example, is meant to clarify that federal agencies won’t regulate features like intermittent waterways or wetlands that don’t connect to a larger body of water,” she said. “The rule also wouldn’t affect artificial lakes and ponds, grass swales and depressions from construction and other activity that fill with water.”

The EPA further clarifies its only applies to tributaries with “physical features of flowing water — a bed, bank and ordinary high water mark.” But agency efforts to ease agriculture and industry concerns seem to have achieved little.

“What’s the point of muddying the (interpretive) waters?” Yeatman asked. “The answer is that a federal government intent on expanding its jurisdiction welcomes ambiguity, because blurry lines are more easily crossed than definitive boundaries. In this fashion, today’s rule codifies uncertainty, which is the opposite of what a clarifying rule is supposed to do.”

Backing UN ‘Agenda 2030,’ parliamentary leaders pledge to place democracy at service of sustainable development

2 September 2015 – Parliamentary leaders from some 140 countries today declared that the United Nations must remain the cornerstone of global cooperation as an Organization that embodies the ardent hope of people around the world and pledged to place “democracy at the service of peace and sustainable development for the world the people want.”

Meeting at UN Headquarters in New York since Monday, the more than 170 Speakers and Deputy Speakers of Parliament at the Fourth World Conference of Speakers of Parliament adopted a declaration today acknowledging that extraordinary efforts would be needed to build a world that people want by turning the tide against the many challenges that undermine democracy, peace and development.

“The world is at a crossroads. The enormity of the challenges that we and our planet face is daunting. We must have the resolve to overcome them. How political leaders respond to the crises that threaten us has perhaps never been as important to our future as now,” said Inter-Parliamentary Union (IPU) President Saber Chowdhury.

The world’s parliamentary leaders committed to bringing parliament closer to the people by tackling the growing public scepticism and disconnect with politics, social and political marginalization, gender inequality and an imbalanced power relationship with government.

They underlined the need for constitutional and institutional reforms in transition countries, social justice, good governance and the respect for human rights, including freedom of speech and assembly.

Meeting just as the United Nations General Assembly today approved a resolution sending the draft ‘2030 Agenda for Sustainable Development’ to Member States for adoption later this month, the parliamentary leaders in their declaration welcomed the new Agenda and pledged “to do everything in [their] power to facilitate the consideration of relevant legislation and allocation of budgetary resources, and to hold governments accountable for the attainment of the goals.”

“The UN embodies the ardent hope of people around the world for peace and development,” the declaration said.

At the opening of the conference on Monday, UN Secretary-General Ban Ki-moon had urged the legislators to help drive forward the new UN sustainable development agenda and ensure that civil society is an equal partner in “building the future we want.”


In an earlier interview with the UN News Centre, Mr. Chowdhury said that parliaments have a critical role in translating the new sustainable development agenda into real improvements for the lives of the world’s people.

Meeting against a backdrop of “the countless human tragedies unfolding as people flee wars, conflict, natural and human disasters,” the parliamentary leaders said “when they are forced to do so because their life is under threat the international community has an obligation to provide support.”

In their declaration, the parliamentary leaders called on all States to protect refugees, internally displaced persons and migrants and to help build stable and prosperous societies in their countries of origin.

On a positive note, the legislators also said they “remain optimistic about the road ahead.”

“The negotiations to secure agreement on a new development agenda are ample proof of a shared global commitment to address today’s global challenges,” the declaration read. “Here is a unique opportunity for all of us to work together.”

At the last day of the conference, the Speakers of Parliament adopted the wide-ranging 38-point declaration that covered the myriad challenges the world is faced with today, and pledged: “We, in our parliaments, will do our part by placing democracy at the service of peace and sustainable development for the world the people want.”

The Conference is part of the series of high-level meetings leading up to the UN Summit in late September 2015, at which the new Sustainable Development Goals (SDGs) will be launched. It will be preceded by the Tenth Meeting of Women Speakers of Parliament, to be held on 29 and 30 August.

Michigan Gov. Rick Snyder today requested federal support and activated the state National Guard to help with the ongoing water crisis in Flint, instructing troops to distribute supplies at the city’s five water resource sites.

“As we work to ensure that all Flint residents have access to clean and safe drinking water, we are providing them with the direct assistance they need in order to stretch our resources further,” Snyder said in a statement. “The Michigan National Guard is trained and ready to assist the citizens of Flint.”

The trouble began in 2014 when the city disconnected from Detroit’s water supply and began drawing its water from the Flint River. It was intended as a stop-gap measure until the completion of a pipeline to Port Huron Lake as the source for Flint’s water.

But the river water wasn’t treated properly, a state spokeswoman told ABC News in an earlier interview, so it drew lead from the pipes into the water supply.

Snyder declared a state of emergency related to the crisis last week, and today, in addition to calling out the National Guard, he asked the Federal Emergency Management Agency (FEMA) to coordinate an interagency recovery plan with other federal agencies.

For FEMA's part, an agency spokeswoman told ABC News in an email statement today, “FEMA Regional Administrator Andrew Velasquez has appointed a Federal Disaster Recovery Coordinator to identify and coordinate relevant federal agencies that may be able to assist with programs and funding."

Michigan Police Go Door to Door During Water Crisis

Guard members are expected to arrive as soon as today to help facilitate getting clean water to residents. Water resource teams made up of state personnel and Michigan State Police started going door to door Tuesday to help residents get access to water filters and bottled water.

Snyder and other state and local officials have been criticized by residents and other groups for not responding more quickly.

Though the city switched back to the Detroit water supply in October 2015, it takes time for anti-corrosive chemicals in the water to work, which is why there’s still lead in the water, the state spokeswoman told ABC News last month.

Flint, with a population of about 100,000, realized savings of about $4 million annually by using the Flint River, according to The Associated Press.

Elevated lead levels in water can be especially dangerous for developing children. Lead is a known neurotoxin that can result in a result in a lifetime of side effects. Exposure can mean decreased IQ and behavioral issues, among other things, according to Dr. Mona Hanna-Attisha, a pediatrician at Hurley Medical Center in Flint.

The Michigan Department of Health and Human Services started doing testing for lead levels on a biweekly basis in December.

The United Nations has launched a far-reaching initiative that could give U.N.-sponsored authorities sway over the biological resources of the high seas—all the waters that lie outside national territories and economic zones.

The potential shift in power involves multi-trillion-dollar issues, such as whether large areas—conceivably, as much as 30 percent– of the world’s international waters should be designated as no-go areas to protect biological diversity; whether and how to require elaborate “environmental impact assessments” for future ocean development projects; and how to divide up the economic benefits from the future development of “marine genetic resources.”

Eden Charles, a diplomat from Trinidad and Tobago who is serving as the chairman for a U.N. preparatory committee that began the discussions this week underlined to Fox News that the talks are at a “very, very preliminary stage.”

One of the biggest backers of the preliminary talks is the Obama Administration

Even though the U.S. has never ratified the 1982 U.N. Law of the Sea Convention—the new talks are aimed at creating an “implementing agreement” under the Law of the Sea umbrella—the Administration is deeply involved in the negotiations, as are some of the world’s most powerful environmental organizations.

The U.S. also has a legal precedent for its involvement:  its ratification in 1996 of another “implementing agreement” under the Law of the Sea Convention that orchestrated the activities of a variety of regional fisheries management organizations across international waters, allowed for international enforcement, and a variety of other measures.

Ocean bio-preservation is also one of the 17 nebulous  Sustainable Development Goals endorsed by all the world’s governments, including the U.S. last September. source

Death awaits all of us, but how patiently? To unlock the mystery of when we’re going to die, start with an actuary.

Members of this 200-year-old profession who study risk and uncertainty pore over the data of death to estimate length of life. Putting aside the spiritual, that’s crucial information for insurance companies and pension plans, and it’s also helpful for planning retirement, since we need our money to last as long we do.

The latest, best guesses for U.S. lifespans come from a study (PDF) released this month by the Society of Actuaries: The average 65-year-old American man should die a few months short of his 86th birthday, while the average 65-year-old woman gets an additional two years, barely missing age 88.

This new data turns out to be a disappointment. Over the past several years, the health of Americans has deteriorated—particularly that of middle-aged non-Hispanic whites. Among the culprits are drug overdoses, suicide, alcohol poisoning, and liver disease, according to a Princeton University study issued in December.

Partly as a result, the life expectancy for 65-year-olds is now six months shorter than in last year’s actuarial study. Longevity for younger Americans was also affected: A 25-year-old woman last year had a 50/50 chance of reaching age 90. This year, she is projected to fall about six months short. (The average 25-year-old man is expected to live to 86 years and 11 months, down from 87 years and 8 months in last year's estimates.) Baby boomers, Generation X, and yes, millennials, are all doing worse.

Americans increasingly need an accurate sense of how long they’ll be alive. Employer shifts from traditional pensions—which sent a regular check for life—to individual 401(k) accounts means workers must figure out retirement on their own. When you die becomes a crucial variable, helping to determine how much you need to save and how much you can afford to spend: Die at 95 and your retirement could be twice as expensive than if you die at 80. Information on mortality also helps set the price of annuities, insurance contracts that can pay buyers a set amount of money for the rest of their lives.

Some of the most commonly cited estimates of longevity are misleading for anyone putting together a retirement plan. For example, the life expectancy for Americans at birth is 76 for men and 81 for women, according to the Centers for Disease Control and Prevention. But if you’ve already survived to middle age, you have a good chance of living much longer. The Society of Actuaries’ website offers a longevity calculator that takes both your age and health into account.

Estimating longevity is as much an art as a science. The simplest way to calculate life expectancy is to look simply at how many people are dying at every age. If you want to know a 25-year-old’s chances of hitting age 100, you just calculate her statistical chances of getting through the next 75 birthdays unscathed. Looking at current data, what are her chances of dying at 25, 26, 27, 28, and so on?

The problem with this simple calculation is that it assumes life expectancy won’t improve over the next 75 years. Today’s 25-year-olds could be kept alive by safety technologies and medical treatments that don’t exist yet. At least, we hope.

So, baked in to the Society of Actuaries’ calculations is an assumption that longevity will keep improving. It looks at recent data to estimate near-term improvements.

The latest numbers, however, aren’t pretty: From 2000 to 2009, American death rates improved at 1.93 percent for men and 1.46 percent for women annually. From 2010 to 2014, that plunged to 0.6 percent for men and 0.42 percent.

This is bad news for almost everyone but pension fund managers. Still, it’s not time to panic yet.

“Year-over-year changes in mortality are very volatile,” said Dale Hall, managing director of research at the Society of Actuaries. Over time, death rates jump up and down a lot: All it takes is a bad flu season or the onset of a novel disease to make for a bad year, while new drug treatments for heart disease can produce several excellent years.

Paris climate change deal becomes international law

UNITED NATIONS — The Paris Agreement to combat climate change became international law on Friday — a landmark deal about tackling global warming amid growing fears that the world is becoming hotter even faster than scientists expected.

So far, 96 countries, accounting for just over two-thirds of the world's greenhouse gas emissions, have formally joined the accord, which seeks to limit global warming to 2 degrees Celsius (3.6 degrees Fahrenheit). More countries are expected to come aboard in the coming weeks and months.

Secretary General Ban-Ki moon commemorated the event, talking with civil society groups at U.N. headquarters in New York to hear their concerns and visions for the future.

"Today we make history in humankind's efforts to combat climate change," Ban said before opening the meeting.

He praised the civil groups for mobilizing hundreds of millions of people to back fighting climate change, but warned the outcome remained uncertain.

"We are still in a race against time. We need to transition to a low-emissions and climate-resilient future," Ban said. "Now is the time to strengthen global resolve, do what science demands and seize the opportunity to build a safer more sustainable world for all."

Scientists praised the speed at which the agreement, signed by over 190 parties last December in Paris, has come into force, saying it underscores a new commitment by the international community to address the problem which is melting polar ice caps, sending sea levels rising and transforming vast swaths of arable land into desert.

But environmentalists say the agreement is just the first step of a much longer and complicated process of transitioning away from fossil fuels, which currently supply the bulk of the planet's energy needs and also are the primary drivers of global warming.

Naomi Ages, climate liability project lead at Greenpeace, said that it was up to civil society groups to hold governments and corporations responsible.

"We know that existing fossil fuel projects will push us past 2 degrees, so we're mobilizing around the world to keep it in the ground and stop development of new fossil fuel projects," Ages said.

While the Paris agreement is legally binding, the emissions reductions that each country has committed to are not. Instead, the agreement seeks to create a transparent system that will allow the public to monitor how well each country is doing in meeting its goals in hopes that this will motivate them to transition more quickly to clean, renewable energy like wind, solar and hydropower.

The agreement also requires governments to develop climate action plans that will be periodically revised and replaced with new, even more ambitious, plans. Many of these details will begin to be addressed at the COP22 climate change meeting that begins next week in Marrakech, Morocco.

US life expectancy drops for first time in 22 years

(CNN)For the first time since 1993, life expectancy in the United States has dropped significantly for the entire population, not just certain groups.

On average, Americans can now expect to live 78.8 years, according to a Centers for Disease Control and Prevention report released Thursday, a statistically significant drop of 0.1 year from last year. Though this doesn't sound like much, it may foreshadow a larger dip to come, or it may prove to be a blip reversed when the 2016 numbers are released next December.

Women can still expect to live longer than men -- 81.2 years vs. 76.3 years -- but both of those estimates were lower in 2015 than they were in 2014.

Life expectancy at age 65 remained the same in 2015. Once you've reached that age, you can expect to live another 19.4 years. Again, women fare slightly better: 20.6 years, vs. 18.0 years for men.

The 10 leading causes of death remain unchanged -- and accounted for 74.2% of all deaths in the United States in 2015, according to the report.

Age-adjusted death rates increased for eight of the top 10 leading causes of death: heart disease, chronic lower respiratory diseases, unintentional injuries, stroke, Alzheimer's disease, diabetes, kidney disease and suicide. The age-adjusted death rate for cancer decreased. The rate for influenza and pneumonia did not change significantly.

"The infant mortality rate (IMR) -- the ratio of infant deaths to live births in a given year -- is generally regarded as a good indicator of the overall health of a population," according to the report. "The IMR changed from 582.1 infant deaths per 100,000 live births in 2014 to 589.5 in 2015, but this change was not statistically significant."

"One year does not form a trend," said Dr. Jiaquan Xu, an epidemiologist with the CDC's National Center for Health Statistics. "We need more data.

If you look back to 1993, it decreased but hasn't decreased again (until now). Hopefully, that's what we're seeing here."

Xu, the report's lead author, said preliminary data from the second quarter of this year show further declines in eight of the top 10 causes of death, compared with the first quarter of 2016. He declined to recommend specific policy changes but said "everybody should do their part" to reverse this downturn.

The biggest takeaway: Heart disease and cancer are still far and away the top killers of both men and women. The good news is that there are three things you can do to drastically reduce your risk of developing both: eat right, exercise and don't smoke.

It sounds like simple advice, but it's easier said than done. Follow it, and you may exceed expectations when it comes to your projected lifespan.

There will be a lot more green in the world in 2017.

Color forecasters at the Pantone Color Institute have declared "greenery" as next year's color of the year.

Although there is green in grass, leaves and apples, Pantone is specific about what counts as "greenery."

The company describes it as "a fresh and zesty yellow-green shade that evokes the first days of spring when nature's greens revive, restore and renew."

It is the source of one of the world’s most popular mineral waters, but the eastern French town of Vittel risks running dry. Nestle seems to have tapped and sold too much of it. This may also occur just around your corner. Next is Michigan, probably!

Nestlé Waters, which owns the Vittel brand, is accused by residents and environmentalists of “overusing” local spring water that supplies the town and its bottling plant to maintain exports. The company denies the allegation.

The underground water level has been falling by 30 centimetres (nearly 12 inches) a year since 1990, according to the French government’s geological bureau. It has gone down by 10 metres in the past four decades.

Why should their business practices affect only people in Ethiopia. Exactly, why not in the USA too! Just a month ago, Michigan granted Nestlé permit to extract 200,000 gallons of groundwater per day for the purpose of bottling drinking water.
