The .223 is almost exactly the same round used by NATO forces, the 5.56 x 45mm.

What's the point of making such a stupid comparison? Are they trying to suggest something in relation to NATO? Well, of course they are. There is no logical reason for them to make that kind of comparison. Yeah, while a .223 can be fired in a 5.56 bore, you better not fire a 5.56 in a .223 rifle due to the differences in chamber pressures of the rounds.

All those AR-15's/M-4's most law enforcement carry fire a .223, which are cheaper I'd say, but none of that has anything to do with a NATO round! 

People ever stop to consider how many police officers are out there that all need ammo paid for by their respective states, who get federal funds for stuff like this?

Now consider how many law enforcement type agencies is under DHS. THAT is a TON of bullets to provide, which includes some practice with live rounds. One officer, if they are practicing, will go through several hundred rounds a year if not a few thousand. Multiply that by hundreds of thousands of officers.
