The home team should ensure that the American flag is in good condition. Can you think of anything else blanks are used for? With handguns, sure. Rifles? Not with blanks.

The .308 distro supplement can be found on the marketplace.fedbid.com website. Nine requesting units are all from OAM. Units are in Manassa, Great Lakes, DC, Spokane, Tucson, Miami, McAllen, and San Diego. The supplement also includes some S&W .40 ammo.

“The Office of Air and Marine (OAM) is a federal law enforcement agency within U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS).[3] OAM is world's largest aviation and maritime law enforcement organization.[4] Its mission is to protect the American people and nation’s critical infrastructure through the coordinated use of air and marine assets to detect, interdict and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband toward or across the borders of the United States. Air and Marine Interdiction Agents are endowed with the authority to enforce Title 8 (Aliens and Nationality) and Title 19 (Customs) of the United States Code in addition to the general law enforcement powers bestowed upon Federal law enforcement agents.

This specialized law enforcement capability allows OAM to make significant contributions to the homeland security efforts of DHS, as well as to those of other Federal, State, local, and tribal agencies. To accomplish its mission, OAM employs over 1200 Federal Agents at 70 locations, operating more than 260 aircraft of 26 different types, and approximately 300 maritime vessels.[2] It is one of the major offices, along with the Office of Field Operations (OFO) and the Office of Border Patrol (OBP), operating under U.S. Customs and Border Protection.[5]”  --wiki

The document is labeled “FY 12 OAM AMMO ORDER” and is last revised 12/01/2011.

This appears to be a routine annual order that they are behind on.

The .308 blanks were requested by five offices labeled “Customs and Border Protection”, “Office of Field Operations 13#”

“The U.S. Customs and Border Protection, Office of Field Operations, headed by Assistant Commissioner Thomas S. Winkowski, directs the activities of more than 27,000 employees, including more than 22,000 CBP Officers and Agriculture Specialists, and oversees the programs and operations at 20 Field Operations offices, 327 ports of entry, and 15 preclearance stations in Canada, Ireland, and the Caribbean.
CBP OFO has full Border Search Authority granted by the U.S. Congress which allows officers to stop, question, inspect and examine any person or conveyance entering or exiting the United States and place those individuals violating federal law under arrest.

Ports of entry are responsible for daily port specific operations. Port personnel are the face at the border for most cargo and visitors entering the United States. Here CBP enforces the import and export laws and regulations of the U.S. federal government and conducts immigration policy and programs. Ports also perform agriculture inspections to protect the USA from potential carriers of animal and plant pests or diseases that could cause serious damage to America's crops, livestock, pets, and the environment.

The office, with an annual operating budget of $3.2 billion, is responsible for immigration policy and programs related to the admission and exclusion of aliens. The office is also responsible for inspection of agricultural products at all ports of entry to protect the health of U.S. plant and animal resources and facilitate their movement in the global market place.

Additionally, the office is responsible for border security and facilitation, including interdiction, passenger operations, targeting and analysis, canine enforcement, and trade compliance and facilitation, which includes cargo entry and release, summary operations, trade risk management and enforcement, seizures and penalties, and expanding trade operations to focus on anti-terrorism.
CBP has the largest working Law Enforcement Canine Program in the world. Currently there are over 1200 OFO canine teams fulfilling the CBP mission throughout the United States. The vast majority of our resources are located along the Southwest border, from Brownsville, Texas to San Diego, California. Canine teams are also strategically assigned to other ports of entry around the country, and located at pre-clearance stations abroad.

As their core mission, CBP Canine Officers use specially trained detector dogs to interdict large quantities of illegal narcotic substances, concealed humans, smuggled agriculture products, and unreported currency at our nation's ports of entry. The Canine Enforcement Program is also involved in specialized detection programs aimed at combating terrorist threats at our nation's borders and international airports.” --wiki

Note that the Coast Guard, Border Patrol, and US Customs were all taken over DHS after 9/11. Thus ammo orders would be piped through DHS contracts.

That's not an explanation as to why they need blank rounds. They need to explain themselves and why they need that type ammo.

Why do they need blank rounds?

Dunno, maybe something to do with the dog training? I was also thinking of some bizarre policy of not allowing live rounds for the field agents. Wouldn’t put it past the DHS to throw its own under the bus.

Anyhow, that document is labeled “.308 Ammunition Blank”, distro follows:

Harpers Ferry, WV – 17000 rounds (they get the most)
Brownsville, TX – 2000 rounds
Progreso, TX – 2000 rounds
New Orleans, LA – 2000 rounds
San Juan, PR – 2000 rounds

Quote
They need to explain themselves...

I was thinking about that today. The government used to be considered trusted servants to the people. That’s why, if somebody was caught doing something they shouldn’t, it was a scandal. Usually somebody either retired from a position early or was asked to step down.

Now the attitude to public inquiry is arrogant. We apparently don’t need to know what they are doing, even if it could be a threat to the public, such as unexplained massive ammunition purchases or sudden, unexplained invasive “pat downs”. “Terrorism” gave them the excuse to be that way. So we’re left guessing. It’s in their interest to keep people fearful and unsure of their own government. Easier to control the population.

The good news is that 10 years ago, the public generally wasn’t paying as much attention to what their government was doing. They were more interested in playing the lottery or looking for hot stock tips. Now, anytime the government does anything even slightly odd, people are writing articles about it. Public scrutiny is increasing. I see this as a positive trend.

Yeah, I can agree with that. It is positive in that we know as a result of this increase in scrutiny, people will come to the kowledge of the truth and be saved out of the chaos. Thank you Jesus.

in war games training in the ARMY, well back when i was in, and im sure they still use the same system, we used a form of laser tag to train combat conditions. The laser would go on the end of the rifle and would activate when you fired a blank round. Thus getting you as close as possible to a real enviroment.

If they are ordering this many blank rounds than that could really only be the only use for so many. Training for live fire excersises. I wonder against whom....

Ah, good point! Being ex-Navy, I'm not up to speed on that stuff, but it makes total sense. Forgot about their training like that. They use a little box-looking thing on the end of their rifles, which I assume is the laser unit.

Against whom? Yeah, good question.

http://www.whiteoutpress.com/articles/q42012/homeland-security-graduates-first-corps-of-homeland-youth/

October 7, 2012. Vicksburg. The federal government calls them FEMA Corps. But they conjure up memories of the Hitler Youth of 1930’s Germany. Regardless of their name, the Dept of Homeland Security has just graduated its first class of 231 Homeland Youth. Kids, aged 18-24 and recruited from the President’s AmeriCorp volunteers, they represent the first wave of DHS’s youth corps, designed specifically to create a full time, paid, standing army of FEMA Youth across the country.

On September 13, 2012, the Department of Homeland Security graduated its first class of FEMA Corps first-responders. While the idea of having a volunteer force of tens of thousands of volunteers scattered across the country to aid in times of natural disasters sounds great, the details and timing of this new government army is somewhat curious, if not disturbing.

DHS raising an armed army

The first problem one finds with this ‘new army’ is the fact that they are mere children. Yes, 18 is generally the legal age a person can sign a contract, join the military or be tried as an adult. But ask any parent - an 18, 20 or even a 24 year-old is still a naïve, readily-influenced kid.

The second problem with this announcement and program is its timing. Over the past two years, President Obama has signed a number of Executive Orders suspending all civil and Constitutional rights and turning over management of an America under Martial Law to FEMA. Also in that time, domestic federal agencies under DHS, including FEMA, have ordered billions of rounds of ammunition as well as the corresponding firearms. Admittedly, these new weapons and ammunition aren’t to be used in some far-off war or to fight forest fires in California, but right here on the streets of America.

Strange Armored Fighting Vehicles

Individuals around the US have begun reporting the site of strange, new, heavily-armed FEMA fighting vehicles. What would a disaster relief agency like FEMA need with 2,500 brand new GLS armored fighting vehicles? According to the agency’s own mandate, as well as President Obama’s recent Executive Order, the answer is ‘population control’ during a time of Martial Law.

One set of images made available by Rense.com shows trailer after trailer carrying these new DHS and FEMA armored fighting vehicles, complete with machine gun slots. They’re labeled with the usual backward American flag and the title, ‘Homeland Security’. Below that and the DHS logo, it also reads, ‘Immigration & Customs Enforcement’. Joining those markings, the black vehicles with white lettering also display ‘POLICE/RESCUE’ on one side and ‘Special Response Team’ on the other.

Civilian National Security Force is the Creature in Your Community

9/12/12

“Global Governance” by “Economic Statecraft”

What?

Barack Obama, the first US President to chair the United Nations Security Council, said in a 2008 speech, “We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set.  We’ve gotta have a civilian national security force that’s just as powerful, just as strong, just as well- funded.”

When?

The Department of Homeland Security (DHS), Transportation Security Administration (TSA) and Fusion Centers are just a few examples of post-911 pre-crime “crisis” circulators (i.e. International Crisis Group) of the National Security bureaucracy.  The Economic Development Administration of the Commerce Department is the “comprehensive plan” pump for “councils of government (COG’s)” and “metropolitan planning organizations (MPO’s)”.  GovEvents, US Communities, the National Association of Regional Councils (“the national voice for regionalism”), National Governors Council and National Conference of State Legislatures connect some of the major dots of “soft law” by organizations like the American Society of International Law and the American Branch of the International Law Association.  The “National Security Professionals” a.k.a. “Civilian National Security Force” is an all-sectors “cadre” spanning: the fractional-reserve banking system, tax-exempt foundations, Federal Government, State, Local and Regional Governments (including COG’s and MPO’s), media, academia, education, business (including “for-profit”, “non-profit”, “not-for-profit” and “public-private partnerships”), ”intergovernmental organizations”, ”non governmental organizations”, “interfaith organizations”, “sub-national leaders and engagement”, “knowledge management”, “workforce”, ”key and major stakeholders”, “civil society” and “human capital” in general.

In 2007, George W. Bush issued Executive Order 13434, called “National Security Professional Development”, a military-industrial cartellization dressed as security.  Section 1 states: ”Policy. In order to enhance the national security of the United States including preventing, protecting against, responding to, and recovering from natural and manmade disasters, such as acts of terrorism, it is the policy of the United States to promote the education, training, and experience of current and future professionals in national security positions (security professionals) in executive departments and agencies (agencies).”  The “education, training and experience” of “current and future” professionals is rooted in Ch. 36 of the United Nations “global to local action” plan, Agenda 21.

Federal government continues to arm itself to the teeth while Obama administration pushes gun control

http://www.infowars.com/dhs-buys-200000-more-rounds-of-ammunition/

1/4/13

While the Obama administration sets out to eviscerate the gun rights of American citizens in the aftermath of Sandy Hook, earlier this week it was announced that the Department of Homeland Security has awarded a company a contract worth over $45,000 dollars to provide the DHS with 200,000 more rounds of bullets.

This new purchase adds to the staggering figure of 1.6 billion rounds of ammunition already secured by the DHS over the last 9 months alone.

A solicitation originally posted on the FedBizOpps.gov website on December 17 on behalf of the DHS Federal Law Enforcement Training Center advertised the need for 200 cases of 13–40 Cal, 180 Grain, Jacketed Hollow Point bullets, with each case containing 1000 rounds, to be delivered almost immediately as soon as the contract is awarded.

The bullets are to be delivered to a training site in North Charleston, South Carolina, which “specializes in Maritime Law Enforcement and Port Security Training. Basic and advanced training programs are conducted in concert with the U.S. Coast Guard Maritime Law Enforcement Academy, the U.S. Courts Probation and Pretrial Services Training Academy, the U.S. Immigration and Customs Enforcement Training Academy, the Customs and Border Protection Field Operations Academy, and the Naval Criminal Investigative Service.”

The winner of the contract to provide the DHS with the ammunition, announced on January 2, was Evian Group Inc., an organization that was formed just five days before the announcement of the solicitation.

As James Smith documents, Evian Group seems to be little more than a front organization and doesn’t appear to have any real business assets, a genuine physical address, a website, or even a phone number.

Back in August, the Department of Homeland Security censored information relating to the amount of bullets purchased by the DHS on behalf of Immigration & Customs Enforcement, citing an “unusual and compelling urgency” to acquire the bullets, noting that there is a shortage of bullets which is threatening a situation that could cause “substantial safety issues for the government” should law enforcement officials not be adequately armed.

The information was blacked out despite the fact that documents are only supposed to be redacted if authorized by Congress or for national security reasons.

The contradiction of the Obama administration preaching gun control while simultaneously the federal government arms itself to the teeth with an arsenal that would be enough to wage a full scale 7 year ground war is jaw-dropping.

As Mike Adams highlights, “A citizen is considered to be a stockpiling “terrorist” prepper if they own just 1,000 rounds of ammo. The government, however, can purchase billions and the mainstream media doesn’t even question it.”

“Where is all this ammunition going? It’s being stockpiled by the federal government, awaiting some future event during which it will apparently be “activated.” Why else would you stockpile something if you don’t anticipate needing to use it someday?”

“During all this, Obama and his cohorts in Washington are loudly insisting that American citizens have no right to purchase firearms or ammunition, and that new laws will soon be enacted to make sure you cannot do what the government does: stockpile weapons and ammo.”

Indeed, the double standard is staggering and while Americans are being raided for stockpiling “arsenals” of weapons that subsequently turn out to be no more than a few guns, the federal government is simultaneously building a very real and substantial arsenal while the mainstream media turns a blind eye.

'Google for spies' draws ire from rights groups

A multinational security firm has secretly developed software capable of tracking people's movements and predicting future behaviour by mining data from social networking websites.

A video obtained by the Guardian reveals how an "extreme-scale analytics" system created by Raytheon, the world's fifth largest defence contractor, can gather vast amounts of information about people from websites including Facebook, Twitter and Foursquare.

Raytheon says it has not sold the software - named Riot, or Rapid Information Overlay Technology - to any clients. But the Massachusetts-based company has acknowledged the technology was shared with US government and industry as part of a joint research and development effort, in 2010, to help build a national security system capable of analysing "trillions of entities" from cyberspace.

DHS Use Police Depts to Gather Intel on Citizens & Label Them Extremist Threats

According to the White House Blog website, the Obama administration is working to “counter online radicalization” by “violent extremist groups” such as “al-Qaeda and its affiliates and adherents, violent supremacist groups, and violent ‘sovereign citizens’.”

The White House claims that “these groups use the Internet to disseminate propaganda, identify and groom potential recruits, and supplement their real-world recruitment” with “resources to propagate messages of violence and division.” Through the exploitation of “popular media, music videos and online video games”, allegedly there are “countless opportunities “to draw targets into private exchanges” and provide “violent extremists with access to new audiences and instruments for radicalization.”

The US government stated they will combat these extremist groups by “raising awareness about the threat and providing communities with practical information and tools for staying safe online.” They are solidifying their relationships with private sector corporations involved in technology to implement “policies, technologies, and tools that can help counter violent extremism online.”

The 2011 document entitled “Empowering Local Partners to Prevent Violent Extremism in the United States” outlines how a “comprehensive strategy” to counter the influence of al-Qaeda is being championed by the Department of Homeland Security (DHS) with digital information sharing and coordinating intelligence with local law enforcement to thwart terrorist plots and “save many American lives”.

Using propaganda, under the guise of “local partners in their grassroots efforts to prevent violent extremism” the federal government is building a network with local law enforcement against the threat of radicalization online and in the real-world.

The document names plots devised by neo-Nazis, anti-Semitic hate groups, racial supremacists, international and domestic terrorists inspired by al-Qaeda as a threat to the US. The federal government is utilizing local police departments to build a “local level . . . resilience against violent extremism.”

DHS trains local police officers at the Federal Law Enforcement Training Center. The Federal Emergency Management Agency (FEMA) provides funding to local police departments to send their officers to FLETC to receive militarized education in tactical operations.

FLETC has locations in Georgia, New Mexico, South Carolina, andWashington DC. This federal militarization of local police extends tointernational policing agencies which “develops, coordinates, manages, and delivers international training and technical assistance that promotes the rule of law and supports U.S. foreign policy.”

Another report the White House is using to justify the demonization of US citizens as radical extremists is entitled “Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the United States”. This report, published in December of 2011, further reinforces the role of local police departments to ‘address community needs and concerns, including protecting rights and public safety.”

The federal government acquires platforms to infiltrate communities they have identified as potentially under threat of violent extremist groups. Across the nation, senior officials are deployed with the assistance of fake grassroots propaganda to partner with “Governor-appointed Homeland Security Advisors, Major Cities Chiefs, Mayors’ Offices, and local partners.”

Training of local police department officers to paramilitarize and integrate them into military tactical operations is the key to combating localized extremism.
Over the last few years the DHS have been indoctrinating local police departments into “non-Federal law enforcement agencies” as outlined in the DHS directive from the Office for State and Local Law Enforcement (SLLE).

DHS is successful in their relationship with local police departments all across the nation because they are contracted private security firms (or hired armed guards) that are placed in a city or town to secure the population and generate revenue for the local government.

In early 2012, the Department of Homeland Security (DHS) released a reportentitled “Homeland Security and Intelligence: Next Steps in Evolving the Mission” which outlined in part on how to redirect efforts of the federal government from international terrorism toward home-grown terrorists and build a DHS-controlled police force agency that would control all cities and towns through the use of local police departments.

DHS maintains that “the threat grows more localized” which necessitates the militarization of local police in major cities in the US and the training of staff from local agencies to make sure that oversight is restricted to the federal government.

Countering online extremism is a task allocated to the DHS who have identified “behaviors, tactics, and other indicators that could point to potential terrorist activity.” DHS will host conferences for local police departments and federal partners to attend that will provide education on countering extremism.

Other “training initiatives” include “hundreds of thousands of front line officers” who are the ground-force infantry needed by DHS to “prevent” extremist activities.

The “If You See Something, Say Something” campaign is specifically designed to target local communities to turn ordinary citizens into a Stasi for the federal government with the local police department allocated as their first line of intelligence gathering.

Intelligence on citizens who are supposed to be extremists is gathered from multiple avenues such as:

• Local government
• Local law enforcement
• Parent/Teacher Associations
• School district officials
• Influential members of local communities
• Religious leaders

These collaborations provide “critical information” and real-time “assessments of [any] threat” to local communities and incorporate this information into training programs and federal initiatives.

Wait a minute. So what's the deal? Are these efforts by government for terrorism, which is handled as a federal military action, or is it a civil police action to be handle by domestic law enforcement?

See how they are now playing both sides? They are basically militarizing civil police matters. THAT is federal tyranny by any definition. They are trying to pull an end-around on the Constitution.

I have to say that I no longer have any doubt about the demise of this country. The "enemy" of the American Republic has already invaded and taken control, and are now in the process of changing it to international globalist standards.

Obama DHS Purchases 2,700 Light-Armored Tanks to Go With Their 1.6 Billion Bullet Stockpile

This is getting a little creepy.
According to one estimate, since last year the Department of Homeland Security has stockpiled more than 1.6 billion bullets, mainly .40 caliber and 9mm.

DHS also purchased 2,700 Mine Resistant Armor Protected Vehicles (MRAP).

Modern Survival Blog reported:

The Department of Homeland Security (through the U.S. Army Forces Command) recently retrofitted 2,717 of these ‘Mine Resistant Protected’ vehicles for service on the streets of the United States.

Although I’ve seen and read several online blurbs about this vehicle of late, I decided to dig slightly deeper and discover more about the vehicle itself.

The new DHS sanctioned ‘Street Sweeper’ (my own slang due to the gun ports) is built by Navistar Defense (NavistarDefense.com), a division within the Navistar organization. Under the Navistar umbrella are several other companies including International Trucks, IC Bus (they make school buses), Monaco RV (recreational vehicles), WorkHorse (they make chassis), MaxxForce (diesel engines), and Navistar Financial (the money arm of the company).

DHS even released a video on their newly purchased MRAPs.

Now just imagine a scenario where law enforcement needs to use such a vehicle, on US streets. Those things aren't for natural disasters!

okay this is from forbes

Why The Heck Is DHS Buying More Than A Billion Bullets Plus Thousands Of Guns And Mine-Resistant Armored Vehicles?

"Is there something really serious brewing that Department of Homeland Security (DHS) Secretary Janet Napolitano isn’t telling us? Like for example, is she concerned that those thousands of illegal immigrant prisoners her organization is releasing will join with others crossing our border to reclaim former Mexico territory…and accomplish this before the Democrats can manage to capture Texas for themselves in 2016 using Amnesty votes?  Hey, if some of us may be getting just a bit paranoid, DHS certainly isn’t making it easy to resist that temptation.

First, we hear that DHS is in the process of stockpiling more than 1.6 billion rounds of hollow-point ammunition, along with 7,000 fully-automatic 5.56x45mm NATO “personal defense weapons” plus a huge stash of 30-round high-capacity magazines. Incidentally, those are also known as “assault weapons”, but are not the limited single-fire per trigger-pull semi-automatic types that we civilians are currently allowed to own. By some estimates, that’s enough firepower to fight the equivalent of a 24-year Iraq war.

Then, to cap it off, we find out that DHS, through the U.S. Army Forces Command, recently purchased and retrofitted 2,717 Mine-Resistant Armored Protection (MRAP) vehicles formerly used for counterinsurgency in Iraq. They are specifically designed to protect occupants from ambush attacks, incorporating bullet-proof windows designed to withstand small-arms fire, such as .223-caliber rifles.

The Investor’s Business Daily quoted Robert Whitaker, a DHS officer stationed in El Paso, Texas, proudly describing these mobile marauding marvels as: “Mine-resistant…we use to deliver our teams to high-risk warrant services…[with] gun ports so we can actually shoot from within the vehicle; you may think it’s pretty loud but actually it’s not too bad…we have gun ports there in the back and two on the sides as well. They are designed for .50-caliber weapons.”

No mention was made of any provisions to outfit the MRAPs with loudspeakers to inform unfortunate warrant resisters of their Miranda rights.

While most fellow shooters I know don’t have occasion to buy many hollow-point rounds (which make large, unsightly holes in people they hit), several have expressed curiosity regarding reasons for soaring ammunition prices and a scarcity of available supplies. One inclination has been to simply attribute these circumstances to a run on gun and ammunition sales provoked by Obamaphobia in general, most recently, exacerbated by opportunistic anti-gun lobby proposals following the Newtown school tragedy in particular.

While President Obama’s influence upon the overall U.S. economy may not inspire much confidence, he at least deserves clear credit for his contributions to the domestic firearms industry, an achievement which began even before he took office.  The number of gun dealer requests for customer background checks through the National Instant Background Check (NICS) system rose 49% during the week before he was elected in 2008 compared with the same week one year earlier.

And why might that be?  Perhaps partly because of a time between 1998 and 2001 when he served along with Bill Ayres and his current senior advisor Valery Jarrett on the 10-member board of the radically anti-gun Joyce Foundation in Chicago…a period when that organization contributed more than $18 million in grants to anti-Second Amendment causes. And maybe because a former Illinois State Senator Barack Obama voted four times against legislation giving gun owners an affirmative defense… even when they used firearms to defend themselves and their families against home invaders and burglars.

But forget about that old history stuff. Maybe some folks remain confused about what he really meant during 2008 campaign remarks, when speaking in Colorado, then-presidential candidate Obama said: “We cannot continue to rely only on our military in order to achieve national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well funded.”

Huh?

It probably didn’t help to alleviate gun rights concerns when, during a private San Francisco meeting on April 6 of that same year, candidate Obama spoke of “small towns in Pennsylvania” and the Midwest beset by job losses in a changing economy where: “they get bitter, they cling to guns or religion or antipathy to people who aren’t like them or anti-immigrant sentiment.”

Nor was it comforting when a 2009 DHS report titled “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalism and Recruitment” indicated that conservatives and the unemployed represent a clear and present danger. It warned: “The economic downturn and the election of the first African American president present unique drivers for rightwing radicalization and recruitment.”  It also concluded that “rightwing extremism” may include “groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.”

So, just who, after all, exhibits the most compelling evidence of unjustifiable paranoia? And which is more dangerous…a paranoid government, or a wary citizenry?

Okay, let’s take a deep breath and realize that all this speculation about DHS armament purchases being earmarked for an Orwellian national security force probably rises to a few floors over the top of rational alarm. We should also understand that other government agencies began purchasing large amounts of ammo at the same time as DHS. A big difference, however, is that they have offered reasons for doing so, while DHS has made a point not to. For example, the Social Security Administration issued a post on its official blog explaining that the ammunition they purchased was “standard issue” used by special agents during “mandatory quarterly firearms qualifications and other training sessions, to ensure agent and public safety.”

As reported by the U.S. Bureau of Statistics in 2008, 73 federal law enforcement agencies then employed approximately 120,000 armed full-time on-duty officers with arrest authority. Of the four largest, two under the DHS and two in the Department of Justice employed four-fifths of the total. That obviously represents a lot of guns, and demands an enormous amount of practice ammo. It’s also appropriate to consider that in order to ensure adequate supplies will be available, government agencies must place large orders from commercial suppliers well in advance of the time they are needed.

Still, despite active public inquiry, DHS has not only remained silent, but has gone so far as to literally black out information regarding its purchases. Such redactions are only supposed to be allowed when authorized by Congress or for national security reasons. In at least one solicitation, the DHS asserted that its contract to purchase ammunition on behalf of Immigration & Customs Enforcement (ICE) was not subject to “full and open competition”, claiming that the waver was justified by an “unusual and compelling urgency” to acquire bullets. They noted that a shortage could cause “substantial safety issues for the government” should law enforcement officials not be adequately armed.

Wouldn’t it be nice to know what constitutes the nature of that unusual and compelling urgency? One that additionally warranted the purchase of nearly three thousand armored mine-resistant vehicles with multiple gun ports to accommodate 50-caliber weapons?

And how can we afford these expenditures now at a time of that looming financial sequestration apocalypse the president has been incessantly lamenting? Remember? That one that which will cause us to gut our military budget, release illegal prisoners who have been arrested for additional undisclosed crimes, and will even necessitate discontinuing public White House tours?

Oh, I almost forgot to mention that the Obama administration now plans to save money by furloughing 60,000 border protection and customs agents. But then, this raises a couple more questions. Won’t that introduce more bad people into the country who will have to be served with warrants, jailed and then, of course, released to reduce costs? And might it also produce a shortage of people to drive all those mine-resistant armored vehicles, manipulate their onboard 50-caliber guns, and shoot those billions of bullets out of the high-capacity magazines provided with the new rapid-fire assault rifles we are buying them?

Perhaps some of you, like me, may find the logic behind many of these policies somewhat bewildering. But if you happen to be one of us, let’s not jump to a conclusion that this involves anything “conspiratorial” on the part of government leadership. Instead, it might be more appropriate to apply a different term.

What about “stupid”?"

I'm still stumped (see edit below!  Roll Eyes) as to why the are ordering .308 cal blanks. For that matter, what rifles are they using that uses .308? I'm not familiar with any "assault" type rifle that uses that caliber. It's a deer hunting type round and not a commonly used round in the military, though I qualified with a .308 cal M1 Garand back in the Navy.

So if the military are using lasers for training, then why are the DHS divisions not using them? And if they are using them, why all the blanks? I'd say for "live fire" drills. Don't want to hurt the good guys when a "drill " goes down.

Whatever the case, there is no way DHS should have all these "'law enforcement" agencies within agencies. That's what the FBI is suppose to be for, to handle federal crimes. But I digress...

So, now we are seeing a little more attention to these massive ammo purchases by DHS, though I don't think it will go anywhere...

Reps challenge DHS ammo buys, say agency using 1,000 more rounds per person than Army

FoxNews.com

EDIT...

Uh, call me ignorant! A .308 cal round is the same as the NATO 7.62 cal round, though if I had searched this before now, I'd have learned while they are the same size, their "load" is different, the .308 being the "hotter" round. So that means, as you can read in the discussion link that it might be unsafe to fire a hotter (65,000 max psi) .308 in a NATO 7.62 (55,000 max psi) rifle, as it's set for the cooler 7.62 round. A .308 rifle can safely fire both rounds.

Now the .308 ammo purchases make some sense. But the question is still what rifles are they using for those rounds seeing it isn't safe to fire .308 in a 7.62 rifle, which would be desirable for the military? So it seems these type rounds are for .308 cal rifles, which happen to able to fire the NATO 7.62 round, which is a very common round being the round used by armies world-wide.

I'm guessing sniper rifles, A LOT of sniper rifles!

http://www.thefirearmsforum.com/showthread.php?t=64621

Check this out...SOLD OUT on most of their ammo...Notice the up to a year wait on .22LR rounds, and 6 month wait on .223 cal rounds (AR-15, etc)!

Riot Control: DHS Spends $500,000 on Fully Automatic Pepper Spray Launchers

Homeland Security to purchase “riot expansion kits” & 240,000 pepper spray projectiles as agency prepares for domestic unrest

Paul Joseph Watson
 Infowars.com
 October 30, 2013

The Department of Homeland Security is increasing its preparations for domestic unrest by spending half a million dollars on fully automatic pepper spray launchers and projectiles that are designed to be used during riot control situations.

http://www.youtube.com/watch?v=bXvMBYnT5U8&feature=player_embedded

In an announcement of a no bid contract posted on the Federal Business Opportunities website, the federal agency signals its intention to purchase nearly 240,000 pepper spray projectiles, 100 pepper spray launchers, as well as 36 “riot expansion kits”.

The PepperBall TAC-700 pepper spray launcher “features full auto, semi-auto, or 3 round burst providing up to 700 rounds per minute,”according to the company which will provide the DHS with the weapons. It is also “accurate to 60 feet with area saturation up to 150 feet.” The weapon is routinely used in riot control situations around the world.

According to a video demonstration, the TAC-700 has a “strong psychological influence” on the people it is being used against because it is so loud and sounds like an automatic machine gun.

Although the weapons are being purchased by Immigration and Customs Enforcement, the document makes it clear that they will be used to train Federal Protective Service (FPS) agents.

The total cost of the contract amounts to $498,970 dollars and mandates that delivery of the weapons will be made within 60 days of the award.

Although the contract states that the pepper spray projectiles will be used for “training purposes,” 117,000 of them are inert compared to 120,000 “Live X Projectiles,” which are the most powerful projectiles available on PepperBall’s website, and are designed to be used during riot control situations.

The “riot expansion kits” being purchased by the DHS are holsters that accompany the PepperBall products and can be used to store projectiles. According to one website, they represent, “the perfect non-lethal crowd management tool for gaining compliance over rioters, organized protesters, and unlawful assemblies,” and can be used to, “Gain psychological advantage over unruly crowds.”

The purchase of these items sends another clear signal that the DHS is preparing for some form of civil disorder.

In June it emerged that the DHS was purchasing top of the range body armor and helmets for FPS guards as part of preparations for “riot control situations.” This followed a controversial drill last year dubbed “Operation Shield,” during which FPS agents armed with semiautomatic guns were posted outside a Social Security office in Florida. The unannounced exercise centered around “detecting the presence of unauthorized persons and potentially disruptive or dangerous activities.” Residents were forced to show identification papers to the guards during the drill.

Back in May, FPS guards were stationed outside an IRS building in St. Louis during a Tea Party demonstration, and the DHS has also used its sub-branch to spy on protesters.

As we reported last week, Homeland Security is spending $80 million dollars on hiring armed guards in New York to be used during “public demonstration(s),” as well as “civil disturbances, or other unanticipated events on an as-needed basis.”

Fox News host Neil Cavuto speculated that the guards could be linked to cuts in food stamp benefits set to take effect on November 1st.

The Rapid Militarization of Small Town America

37% of likely U.S. voters now fear the federal government, and an additional 17% are not sure if they should or not, according to a new survey conducted by Rasmussen Reports on April 15-16.

The survey of one thousand likely voters also revealed that 42% who own guns that are kept in their homes, fear the federal government, compared to 30% who do not keep guns at home. 52% of union members versus 35% of non-unionized voters share that fear.

One might ask, who is afraid of whom? Alan Gottlieb, chairman of the Washington-based Citizens Committee for the Right to Keep and Bear Arms, said, "We're seeing a highly unusual amount of ammunition being bought by the federal agencies over a fairly short period of time. To be honest, I don't understand why the federal government is buying so much at this time."

"I don't believe in conspiracy theories,” he continued, “but it doesn't make a whole lot of sense. The amount of ammunition they're buying up far exceeds their needs. It far exceeds what they'll use — they'll never use it all."

Erich Pratt, communications director for Gun Owners of America, stated, "We realize that the House is still investigating the ammo purchases by the administration, but from what we've seen so far, most representatives don't seem alarmed.”

According to Newsmax, an impressive list of federal agencies are actively acquiring disturbingly massive quantities of ammo. Earlier this year, the U.S. Postal Service, under the heading "Assorted Small Arms Ammunition," posted this notice on its website: "The United States Postal Service intends to solicit proposals for assorted small arms ammunition. If your organization wishes to participate, you must pre-register. This message is only a notification of our intent to solicit proposals."

Just over a year ago, the Social Security Administration put in a request for 174,000 rounds of ".357 Sig 125 grain bonded jacketed hollow-point" bullets.

A while back, the Department of Agriculture requested 320,000 rounds and more recently, the Department of Homeland Security caused a stir with its request for 450 million rounds. About the same time, the FBI independently pursued the acquisition of 100 million hollow-point rounds. The National Oceanic and Atmospheric Administration also requested 46,000 rounds.

Philip Van Cleave, president of the Virginia Citizens Defense League questioned why a weather service would need ammunition. “One just doesn't know why they're doing this," he said. "The problem is, all these agencies have their own SWAT teams, their own police departments, which is crazy.”

Theoretically, Van Cleave maintains it should be the U.S. marshals that represent the armed branch of the federal government. “Do we really need this?” he asks. Referring to the expansion of police forces throughout all levels of government, Van Cleave continues, “That was something our Founding Fathers did not like and we should all be concerned about."

During Nevada rancher Cliven Bundy’s standoff, many Americans were shocked to see TV images of an armed-to-the-teeth paramilitary wing of the BLM deployed around Bundy’s ranch. According to the National Review, they shouldn’t be. Many federal agencies now have Special Weapons and Tactics (SWAT) teams to expand the definition of their missions.

Americans can accept that the Secret Service and the Bureau of Prisons have them. But it becomes more controversial when we discover that the Department of Agriculture, the Railroad Retirement Board, the Tennessee Valley Authority, the Office of Personnel Management, the Consumer Product Safety Commission, and the U.S. Fish and Wildlife Service also have SWAT units.

The worrying trend towards militarization of our federal agencies is well under way, not to mention local police forces.

In his 2013 book entitled Rise of the Warrior Cop, journalist Radley Balko writes, “The war on drugs and, more recently, post-9/11 antiterrorism efforts have created a new figure on the U.S. scene: the warrior cop — armed to the teeth, ready to deal harshly with targeted wrongdoers, and a growing threat to familiar American liberties.”

As these paramilitary federal SWAT teams proliferate, so do the abuses that have little to do with drugs or terrorism. Many of the raids these units conduct are against harmless, often innocent Americans typically accused civil or administrative violations that are non-violent.

In June of 2011 for example, Kenneth Wright of Stockton, California was “visited” by a SWAT team from the U.S. Department of Education. At 6:00 a.m., agents busted down the door at his home, dragged him outside in his boxer shorts and handcuffed him. His three children (ages 3, 7, and 11) were placed in a police car for two hours while his home was searched, allegedly to uncover information on Wright’s estranged wife Michelle, who was suspected of college financial-aid fraud but who had not been living with him.

A SWAT team from the Food and Drug Administration raided the farm of Dan Allgyer of Lancaster, Pennsylvania in 2010. His crime? Shipping unpasteurized milk across state lines to a cooperative of young women with children in Washington, D.C., called Grass Fed on the Hill. Although raw milk can be sold in Pennsylvania, it is illegal to transport it across state lines. The SWAT raid subsequently forced Allgyer to close down his business.

The feds have encouraged local police departments to purchase surplus military hardware and form their own SWAT units since 9/11, issuing an abundance of homeland-security grants. By 2005, at least 80% of towns with a population ranging between 25,000 and 50,000 people had their own SWAT team. National Review reports that the number of raids conducted by local police SWAT teams has increased from 3,000 per year in the 1980s to over 50,000 per year today.

Even the tiniest towns in America have acquired an MRAP (Mine-Resistant Ambush Protected armored personnel vehicle), which are typically used for war!

For the past few years, the Pentagon has been dispersing these vehicles to police departments across the country, offering no training on their use. That’s rather peculiar, since these bulky war machines are designed for use on a battlefield and have little real application in domestic police work.

The trend toward more militarized domestic police forces is clear, and it’s been happening since the early 1980s.

In the Washington Post’s “The Watch” – an opinion blog on civil liberties and the justice system – Radley Balko (author) provides a short and incomplete list of 21 small towns that have recently required an MRAP from the Defense Department. All but one have populations ranging from 12,000 to 91,000, with the leading ‘tiniest town’ contender so far being Dundee, Michigan, which boasts a population of a mere 3,900 people.

In a previous PNW article published in February, we highlighted that in early 2014, the resilient theme of internment camps in America resurfaced once again—with vigor—when U.S. Supreme Court Justice Antonin Scalia, speaking to a class of law students at the University of Hawaii law school in Honolulu, stated that the nation’s highest court was wrong to have upheld the internment of Japanese-Americans during World War II but that he would expect a similar ruling in the event of a future conflict.

A retired Army Colonel in 2012 penned an academic study about the future use of the military as a peacekeeping force within the U.S., incorporating a shocking scenario in which the U.S. Army attempts to restore order in a town that has been seized by Tea Party “insurrectionists”.

A leaked U.S. Army manual disclosed plans for “Civil Disturbance Operations” to be used during periods of mass civil unrest in America, where troops are deployed domestically to quell riots, confiscate firearms and even kill Americans.

Additionally, the manual describes how prisoners will be processed through temporary internment camps under the guidance of U.S. Army FM 3-19.40 Internment/Resettlement Operations, with the intent of “reeducating” internees so they develop an “appreciation of U.S. policies” while they are incarcerated in prison camps on U.S. soil.

We also reported in a March PNW article that Americans now believe police are overstepping their bounds, both morally and constitutionally, as many departments have transformed themselves into soldier-like special-ops mercenaries, wearing black tactical pants, combat boots, black Under Armour brand shirts, dark ballistic eye protection, and black beanies or skull caps. They seem to be dressing more to prepare for a firefight with insurgents than to do public service duties such as helping someone with a flat tire, assist in a car accident, or writing a speeding ticket.

What exactly is the federal government preparing for? And why are they going to such great lengths to fortify small town law enforcement all over the country with SWAT units and rugged battlefield artillery vehicles? What plans are about to be implemented by the U.S. government that it believes will cause a grand scale uprising of violence and anger, enough to warrant the kind of internal military build-up we’re witnessing now that was once reserved for foreign archenemies of the U.S.?

USDA Requests .40 Semi-Automatic Weapons
Submachine guns, .40 Cal. S&W, ambidextrous safety, semi-automatic or 2 shot bursts

The United States Department of Agriculture has put out a public bid to supply the agency with .40 caliber sub-machine guns.

Posted on May 7 to the Federal Business Opportunities website, the request reads:

The U.S. Department of Agriculture, Office of Inspector General, located in Washington, DC, pursuant to the authority of FAR Part 13, has a requirement for the commercial acquisition of submachine guns, .40 Cal. S&W, ambidextrous safety, semi-automatic or 2 shot burst trigger group, Tritium night sights for front and rear, rails for attachment of flashlight (front under fore grip) and scope (top rear), stock-collapsible or folding, magazine - 30 rd. capacity, sling, light weight, and oversized trigger guard for gloved operation.”

The question that needs to be asked is: why does the USDA need semi-automatic weapons? According to gunssaveslives.net it could be the US Forest Service, which does fall under the USDA and has a law enforcement division, but the request does not mention the USFS, so can they be ruled out?

So again, whom are they planning to go to war with?

Police Now “Armed For War” Against Returning Veterans
Cops in armored vehicle asked by residents “Are you coming to take our guns away?”

In an interview with Fox 59, a Morgan County, Indiana Police Sergeant admits that the increasing militarization of domestic police departments is partly to deal with returning veterans who are now seen as a homegrown terror threat.

In a chilling story entitled Armed for War: Pentagon surplus gives local police an edge, we learn how a Mine Resistant Vehicle (MRAP) which was once used during the occupation of Afghanistan will now be “patrolling the streets of central Indiana,” according to the report.

Sgt. Dan Downing of the Morgan County Sheriff’s Department states, “When I first started we really didn’t have the violence that we see today,” adding, “The weaponry is totally different now that it was in the beginning of my career, plus, you have a lot of people who are coming out of the military that have the ability and knowledge to build IEDs and to defeat law enforcement techniques.”

Downing goes on to relate how citizens approach the vehicle when it stops at gas stations to express their concerns that the militarization of police is about arming cops with the tools required for mass gun confiscation programs.

“We were actually approached when we’d stop to get fuel by people wanting to know why we needed this…what were we going to use it for? ‘Are you coming to take our guns away?’” said Downing. “To come and take away their firearms…that absolutely is not the reason why we go this vehicle. We got this vehicle because of the need and because of increased violence that we have been facing over the last few years….I’ll be the last person to come and take anybody’s guns.”

Indiana seems to be a major trial balloon for the militarization of law enforcement given that the Indiana National Guard has also just purchased two military UH-72 Lakota helicopters which will also be used by local police and the DHS for “homeland security missions”. Downing’s claim that armored tanks are necessary to deal with violent crime doesn’t jive with actual statistics which suggest that violent crime is in fact on the decrease.

Downing’s admission that the armored vehicles are partly about combating the threat posed by returning veterans correlates with similar rhetoric at the federal level.

An April 2009 DHS intelligence assessment listed returning vets as likely domestic terrorists. Just a month later, the New York Times reported on how Boy Scout Explorers were being trained by the DHS to kill “disgruntled Iraq war veterans” in terrorist drills.

The FBI has also repeatedly characterized returning veterans from Iraq and Afghanistan as a major domestic terrorist threat.

It seems to have been completely forgotten by police departments, the media and Americans in general that having military-style tanks patrol the streets is symbolic of a collapsing banana republic or an authoritarian Communist state.

Perhaps the main reason why police officers are being trained that veterans are a major threat is because returning vets are in a perfect position to recognize that America is beginning to resemble an occupied country like Afghanistan.

Such warnings have come from people like former Marine Corps Colonel Peter Martino, who was stationed in Fallujah and trained Iraqi soldiers. Martino went before a New Hampshire city council meeting last year to assert that the Department of Homeland Security is working with law enforcement to build a “domestic army,” because the federal government is afraid of its own citizens.

Indeed, the city’s Police Chief justified the necessity for the acquisition of an armored ‘Bearcat’ vehicle by citing the “threat” posed by libertarians, sovereign citizen adherents, and Occupy activists in the region.

Why are federal agencies arming themselves?

A Second Amendment advocate has a theory about why the U.S. Department of Agriculture is buying body armor and submachine guns.

Mike Hammond, legislative council to Gun Owners of America, says it follows a pattern of other federal agencies that seem to be preparing for war – against us.

"We suspect that the federal government is anticipating and preparing for confrontation with American citizens," he says, wondering aloud if President Obama is preparing for a dictatorship.

"What are the characteristics of a dictatorship?" Hammond asks rhetorically. "An individual who is bound not by the law, but by his own desires and his own goals. And that may be where we are now."

In an online story with more than 6,000 comments, Breitbart.com reported that the USDA put in a solicitation for lightweight submachine guns on May 7.

The Washington Times reported the federal agency is also requesting body armor.

The official request can be viewed here.

In a 2013 story about the "stockpile myth," Breitbart.com sought to downplay concerns – if not hysteria – over ammunition purchases by the federal government.

A second 2013 story at Forbes.com quoted a spokesman for the Department of Homeland Security, who told Congress the agency is not stockpiling ammunition and buys in bulk to save money.

The ammunition purchases were the topic of a congressional hearing, Forbes reported last year.

Still, Hammond wonders if the USDA closely watched the Cliven Bundy confrontation, when armed American citizens faced off against Bureau of Land Management agents in Nevada in past weeks.

Gun Owners of AmericaHe says it doesn't make sense for the financially strapped U.S. Postal Service and the Social Security Administration to buy hundreds of thousands of rounds of ammunition.

The Washington Times story noted the purchases of small-arms ammunition by both agencies. The newspaper also noted the Department of Homeland Security had requested 450 million rounds of ammunition, and the FBI had requested 100 million rounds.

While various government agencies are stocking up on ammo, Hammond claims the Obama administration is making it increasingly difficult for American citizens to obtain ammunition. GOA discussed the ammo shortage on its website.

Pentagon studying protesters to prep for ‘mass civil breakdown’

The Department of Defense has disbursed some funds to universities so that scientists might study the dynamics of civil unrest — and how the U.S. military might best respond.

It’s called the “Minerva Research Initiative,” and it’s a program that was kicked off in 2008 to “improve DoD’s basic understanding of the social, cultural, behavioral and political forces that shape regions of the world of strategic importance to the U.S.,” The Guardian reported.

More to point: the multi-million dollar research program seeks to uncover “warfighter-relevant insights” to help senior ranking officials in the “defense policy community” come up with “combatant commands” that work in civil unrest situations, The Guardian reported.

One area of study that’s planned for the 2014-2017 time frame partners Cornell University researchers with the U.S. Air Force Office of Scientific Research to come up with a model for the “dynamics of social movement mobilization and contagions,” the text of the program stated. That particular research area will ultimately determine the “critical mass (tipping point),” of civil uprisings, where protests turn violent, the program text states, The Guardian reported.

The research will also analyze social media users’ accounts, and look at Twitter posts and conversations “to identify individuals mobilized in a social contagion and when they become mobilized.”

Another aspect of the project partners the University of Washington with the U.S. Army Research Office to “uncover the conditions under which political movements aimed at large-scale political and economic change originate,” as well as their “characteristics and consequences,” through study of 58 difference countries, The Guardian reported.

Those individuals targeted for questioning include political activists and members of non-governmental organizations — something that The Guardian pointed to as potential for concern.

In a question to a key project researcher that went largely unaddressed, The Guardian raised some troubling issues: “Does the U.S. Department of Defense see protest movements and social activism in different parts of the world as a threat to U.S. national security? If so, why? Does the U.S. Department of Defense consider political movements aiming for large scale political and economic change as a national security matter? If so, why? Activism, protest, ‘political movements’ and of course NGOs are a vital element of a healthy civil society and democracy — why is it that the DoD is funding research to investigate such issues?”

In response, Erin Fitzgerald, a key program manager and an official with the U.S. Naval Postgraduate School, said simply — and in part — that “by better understanding these conflicts and their causes beforehand, the Department of Defense can better prepare for the dynamic future security environment,” The Guardian reported.

Leaked Counter Terrorism Bulletin Warns Police of Impending ‘Far-Right Violence’
Bulletin warns of those who believe in "government gun confiscation"

A leaked New York State Counter Terrorism Bulletin provided exclusively to Infowars reveals how law enforcement are being told to prepare for increased violence from “far-right extremists.”

FULL PDF: http://www.scribd.com/doc/229507167/CTB-14-07-Recent-Spike-InViolence-Targeting-Law-Enforce

Published by the New York State Intelligence Center, the document, entitled “CTB 14-07: Recent Spike in Violence Targeting Law Enforcement,” details several recent shootings while warning police to be on the look out for people displaying anti-government viewpoints.

“Over the last week there have been three attacks – one in Canada and two in the United States – in which law enforcement officers were targeted, leading to the death of five officers and one civillian,” the bulletin states. “Based upon reporting it appears all the suspects in these incidents were motivated by elements of a far right anti-government ideology with a particular fixation on law enforcement.”

The bulletin mentions data from a New America Foundation study that claims 37 deaths since 9/11 were perpetrated by the “far right,” repeating the meme that those within the liberty movement are more dangerous than Al Qaeda. The bulletin also references a study by the Anti-Defamation League (ADL) that argues that far right extremists have been killing law enforcement at an “increasing rate in recent years.”

While law enforcement should always remain vigilant, the bulletin illustrates the federal government’s never ending attempt to tie anyone with basic conservative beliefs to incredibly rare events carried out by deranged and psychotic killers.

The bulletin goes on to cite a study by the Countering Terrorism Center at West Point, a think tank that labels supporters of individual freedoms as extremist, as proof of the danger New York State faces. Law enforcement are warned that New York is ranked second in the number of far-right attacks nationwide.

“Since 2011, there have been ten submission/tips to the NYSIC regarding anti-government related suspicious activity, two of which were adopted by the JTTF,” the bulletin states.

Incredibly, one of the alleged suspicious events investigated by the state’s Joint Terrorism Task Force (JTTF) was a case surrounding a citizen journalist with a degree in criminal justice. Matthew Grunert, who spoke with Infowars last month, was visited at his home by a police investigator and asked if he was a member of the “Sovereign Citizens Nation” for simply gathering content for a story outside a police building.

“My father spent twenty four years serving this country in the U.S. Army. I was raised with a healthy respect for the law that turned into fascination when I was in grade school,” Grunert told Infowars. “It is personally insulting and offensive to me that I would be associated with the Sovereign Citizen movement merely for exercising my constitutional rights. I am not a sovereign citizen; I am a citizen of the United States of America and I love my country.”

The bulletin even attempts to label those who believe the government is interested in gun confiscation as “far right” conspiracy theorists, ironically only one day after President Obama publicly endorsed the “success” of Australia’s gun confiscation program.

The recent passage of the NYSafe Act, gun control legislation that has been rejected by more than 84 percent of New York counties, is also mentioned as a likely lightning rod for “militia and sovereign citizens.”

Several groups receive special mention including the New York Mutual Assistance Group (NYMAG), Oath Keepers, and the III Percent Patriots. The bulletin incorrectly claims that the latter of the groups believes in the “need to use violence against the government” despite no indication that the group supports offensive violence.

“The recent attacks serve to highlight a trend of growing violence by far right extremists that is likely to continue in the near term,” the bulletin says in closing. “While attacks by lone offenders or small groups, common amongst far right extremists, are often difficult to detect and can occur with little or no warning, law enforcement should remain vigilant to any indicators or suspicious activity related to the persistent far right extremist threat.”

Interestingly, the aforementioned shootings, one of which the media ridiculously tied to Alex Jones, occurred only days after Attorney General Eric Holder unveiled a new Justice Department task force focused on “homegrown” terrorism.

Although the bulletin asks law enforcement to differentiate between law-abiding citizens and potential extremists, the federal government’s definition of extremism has vastly expanded in recent years.

Earlier this month, a Washington Times piece revealed a chilling Department of Defense directive that outlined instances in which President Obama believes he would be authorized to use lethal military force against Americans domestically. Similar to the bulletin, the Times article also mentions supporters of the Bundy Ranch, revealing how the President debated using military force against them.

Leaked Homeland Security documents obtained by Infowars last March revealed a joint DHS/FEMA national exercise which detailed a scenario on how the federal government would battle a group know as the “Free Americans Against Socialist Tyranny” during martial law in Alaska.

Just last year, Army troops at Mississippi’s Camp Shelby blew the whistle on a new training course that labeled the American Family Association, a mainline Christian organization, as a domestic hate group, proving the federal government’s attempt to blur the line between extremism and mainline conservative values.

Soldiers at Fort Hood received a similar warning that year when a pre-deployment discussion mentioned the “major terror threat” of Christians, anti-abortion activists and Tea Party supporters. Soldiers were threatened with disciplinary action under the Uniform Code of Military Justice if they were discovered to be supporting such groups.

A Department of Defense training manual leaked in August 2013 also warned military personnel against participation in groups that support “individual liberties,” linking the belief to extremism as well.

A Department of Homeland Security funded study published in 2012 tied Americans “suspicious of centralized federal authority” to “extreme right-wing” terrorism. The study went on to label those who are “reverent of individual liberty” as potential terrorists.

The federal government’s motive becomes even more apparent in light of a 2012 report from the Small Wars Journal featured in Forbes, which detailed “how the U.S. Military would crush a Tea Party rebellion.”

Former Homeland Security Secretary Janet Napolitano publicly gave support to a 2009 report that labeled returning military veterans as the main terror threat, a false claim that has been disseminated throughout law enforcement agencies. Agencies such as the FBI have also repeatedly characterized returning veterans as a major domestic terrorist threat as well.

A Morgan County, Indiana Police Sergeant, clearly exposed to such federal anti-veteran training, told reporters last month that his department was receiving an armored military vehicle due to the perceived threat of returning military veterans.

“The weaponry is totally different now that it was in the beginning of my career, plus, you have a lot of people who are coming out of the military that have the ability and knowledge to build IEDs and to defeat law enforcement techniques,” the Sergeant said.

Despite 2013 having the “lowest level of law enforcement fatalities in six decades” according to the National Law Enforcement Officers Memorial Fund, police are continually being trained to view every conservative American as a potential extremist cop-killer.

With government support at historic lows across the board, the attempt to target the political right by linking them to extremism is yet another example of the Obama Administration’s unrelenting political persecution.

DOCUMENT: Homeland Security Predicts Rise of 'Anti-Government' Violence

A leaked document from the Department of Homeland Security’s Office of Intelligence and Analysis predicts increased “anti-government violence over the next year.” The document says the inspiration for violence is Cliven Bundy’s Bunkerville standoff with the Bureau of Land Management from earlier in the year.

DHS’s seven-page report entitled Domestic Violent Extremists Pose a Threat to Government Officials and Law Enforcement points to the recent murders of two Las Vegas law enforcement officers as evidence that there is a “growing trend of anti-government violence compared to the previous four years and inspired by perceived government overreach and oppression” and the “perceived victory at Bunkervile” will “likely prompt more violence.”

Bundy’s 20-year legal dispute with the BLM over grazing fees on federal land escalated when the agency attempted to seize his cattle in the beginning of April. An armed stand off between the BLM and supporters of Bundy ensued until the feds backed off before any serious violence erupted and left the 67-year-old rancher’s land.

Jerad and Amanda Miller, a husband and wife who were at the Bundy ranch, later killed three people in Las Vegas, including two police officers, before killing themselves. The two left an ominous note, swastika, and Gadsden flag by the bodies of both officers. Ammon Bundy, son of rancher Cliven Bundy, told the Associated Press the Millers were not welcome at the Ranch and were kicked out after a few days, calling them “very radical” and that they didn’t “align themselves” with the Bundy’s protest movement.

These incidents that took place in the south and the west since 2010 and that DHS counts as a “surge in militia and lone offender extremists events with anti-government motivations and targets” are: Alaska militia men, Waffle House plot in Georgia, FEAR militia, LAX shooting, XXX Militia Splinter Group, Bunkerville Ranch, Texas Militia plot, Las Vegas shootings.

From the report:

After years of only sporadic violence from violent domestic extremists motivated by anti-government ideologies, I&A has seen a spike within the past year in violence committed by militia extremists and lone offenders who hold violent anti-government beliefs. These groups and individuals recognize government authority but facilitate or engage in acts of violence due to their perception that the United States Government is tyrannical and oppressive, coupled to their belief that the government needs to be violently resisted or overthrown.

New Bill In Congress Would Ban Private Citizens From Owning Body Armor

A new law that has been introduced in the U.S. House of Representatives "would prohibit the sale, transfer or possession of military-level body armor by civilians".  In other words, private citizens all over the entire nation would be permanently banned from owning body armor if this bill gets passed and signed into law. The bill that I am talking about is H.R. 5344 (The Responsible Body Armor Possession Act), and you can view the proposed legislation for yourself right here.  The driving force behind this new law is Democrat Mike Honda from California.  To Honda, it doesn't matter that large numbers of very responsible Americans have purchased body armor to protect themselves and their families in a society that is rapidly decaying.  Instead, it makes perfect sense to Honda to ban body armor because "access to military-grade body armor emboldens criminals and mass shooters to act."  And Honda wants to make possession of body armor a criminal offense with a penalty of up to 10 years in prison.  This is absolutely crazy, and it is yet another example of the "police state mentality" that is so prevalent among our politicians these days.
