Rumors of War: N. Korea threatens to attack S. Korea if it proceeds with live military exercise

February 19, 2012 – NORTH KOREA - North Korea’s military warned Sunday that it will retaliate if an upcoming South Korean firing drill violates the North’s territorial waters. A notice carried by the North’s official Korean Central News Agency warned residents of five islands near the disputed border in the Yellow Sea to evacuate before 9 AM Monday morning. An announcer on a radio broadcast from Pyongyang said there will be an immediate and merciless counter-attack if even a “single column of water” is monitored in North Korean waters during the drill. South Korea regularly conducts artillery exercises from front-line islands near the disputed border off the west coast of the Korean Peninsula. Such a drill triggered a North Korean artillery bombardment in November of 2010 that killed four South Koreans on the island of Yeonpyeong. Seoul’s semi-official Yonhap news agency cited an unnamed official of the Joint Chiefs of Staff as saying South Korea and the United States will proceed with a live-fire anti-submarine drill Monday despite the warning. Analysts and U.S. military officers contacted by VOA News say the evacuation advisory is unusual, but that threats of retaliation against South Korean military drills are common and not necessarily cause for any undue alarm. –VOA

Kim warns troops to prepare for 'sacred war' during US-South Korea exercises

North Korean leader Kim Jong Un told his troops to be vigilant during upcoming training exercises between South Korea and the United States, saying they should be ready to lead a "sacred war," state media reported Saturday.

Kim's comments came during a visit on Mu Island with troops who participated in the 2010 shelling of South Korea's Yeonpyeong Island, an attack that North Korea at the time said South Korea provoked by holding war games off their shared coast.

"He ordered the service persons of the detachment to be vigilant against every move of the enemy and not to miss their gold chance to deal at once deadly counter blows at the enemy, if even a single shell is dropped on the waters or in the area where the sovereignty of (North Korea) is exercised," the state-run KCNA news agency reported.

North Korea was informed of the dates of the exercises by the U.N. armistice commission.

The Neutral Nations Supervisory Commission, which was established by the Korean Armistice Agreement that brought about an end to the Korean War, will supervise the exercise, South Korea and the United States military said in a joint statement. The commission includes representatives from Switzerland, China and other nations selected by the United Nations.

Washington and Pyongyang have no diplomatic relations. North and South Korea have no formal ties and remain technically in a state of war since a 1953 truce that ended the Korean War.

During the visit with troops, Kim observed Yeonpyeong Island "clearly visible from the post," KCNA reported.

The Yeonpyeong attack in November 2010 was the first direct artillery assault on South Korea by North Korea since 1953, when an armistice ending the fighting.

Two civilians and two South Korean marines died in the attack, which South Korea's government at the time called a "definite military provocation" by North Korea.

The sparsely populated Yeonpyeong is located just south of the Northern Limit Line, the line drawn in 1953 by the United Nations at the end of the Korean War. The United Nations drew the line three nautical miles from the North Korean coast and put five islands close to the coast under South Korean control.

That was supposed to be a temporary arrangement. But in the absence of a full peace agreement, the Northern Limit Line remains in place.

North Korea has been virtually isolated from the world by international sanctions over its development of a nuclear program.

North and South Korea 'on the verge of nuclear war'
A senior North Korean diplomat warned a meeting of the UN General Assembly in New York that "a spark of fire could set off a thermonuclear war" on the Korean Peninsula.

Pak Kil-yon, Pyongyang's vice-foreign minster, put the blame for the tense state of inter-Korean relations firmly on South Korea's conservative government and claimed the citizens of the North feel "shame" and "political terror."

Monday's speech was the first time a representative of North Korea has addressed the General Assembly since Kim Jong-un assumed power after the death of his father in December last year.

"Since taking office, the current South Korean government has caused the worst situation in North-South relations by making all inter-Korean agreements null and void," Pak said, referring to pacts with previous South Korean administrations that sought reconciliation between the two ideological enemies and an expansion of economic co-operation.

Describing relations between the two governments as in "total bankruptcy," Pak dismissed the South Korean government of Lee Myung-bak with the comment, "History will bring them to justice."

Neither the United States nor the UN escaped criticism, with Pak saying recent joint military manoeuvres between the US and South Korean troops were "reckless provocations."
