The answer to the question is that of this. The judge not lest ye be judged as so many people love to throw out like the trash, is often used incorrectly. The meaning behind that was judging in a hypocritical sense. We are to judge becasue we are told to rebuke those that sin so other may fear (1 Timothy 5:20). How can one rebuke a person without casting any form of judgement? You can't. The application is that we shuld not, for example tell a person that is living in adultery that they are living in sin when we are doing the same things as they are for example.

2Ti 3:16  All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:

Again, without forming any sort of judgment you can't reprove or correct a person via the Word of God at all. It makes me so angry when people hide behind that passage and use it as a shield. That ranks right up there with "let he who is without sin cast the first stone." Verses taken out of complete context many times, cause serious error in the faith but when we look at those verses with more scripture we can come to understand the overall picture being painted.
