Boston marathon runner Alastair Stevenson says that as the explosions erupted at the Boston Marathon this morning, he was told by police over the loud speaker that the events were ‘just a drill’.

Stevenson, speaking with various news sources at the event, told one Alabama publication about what he witnessed during the race. While managing to finish the race before the explosions were in range of him or his bystander wife, Stevenson revealed some interesting information that makes sense of some Boston Globe tweets from earlier regarding bomb drills — which had been going on around the time of the actual explosions themselves and therefore may have confused police and emergency response.
 
In the article, Stevenson is recorded as saying:
 

“They kept announcing to runners not to be alarmed, that they were running a training exercise.”

In fact, the eyewitness runner says that there were already a major presence of bomb sniffing dogs and even a bomb squad.

Likely due to the perceived drill that was set to go on right  before  the actual explosion in the same area, the runner detailed how there was already a large presence of bomb sniffing dogs and even a bomb squad right nearby before the explosions hit. In fact, they had told the competitors and the fans that it was simply a drill — until they realized that real people were being injured and killed.
 
The numbers are not yet fully clear, but at least 20 were injured and at least 2 have died from the bombings.
 
These direct quotes by Stevenson, which have been captured via screenshot here in the event that the page is changed in any way or taken down, prove that the police were under the impression that the entire thing was a drill. This may coincide with a tweet made by the Boston Globe, which reads:

LOS ANGELES (AP) — Police in Los Angeles, New York City, London and other cities worldwide stepped up security Monday following explosions at the Boston Marathon.

Los Angeles police Lt. Andrew Neiman said the department was urging officers to be extra vigilant around large crowds and would increase security at sporting events such as the Los Angeles Dodgers game Monday night.

The department was also activating its emergency operations center to increase communication and increasing patrols for transit and other critical areas, Los Angeles County Sheriff's spokesman Steve Whitmore said.

Police in Washington, San Diego, Vegas and Atlanta were monitoring events closely and assessing potential increases in security measures. Agencies were also stepping up social media response, telling the public via Twitter and Facebook to report suspicious activity to the police.

Chief NYPD spokesman Paul Browne said Monday that critical response teams were deployed around the city, and officials were stepping up security at hotels and other prominent locations.

Police at three major Los Angeles area airports, including Los Angeles International Airport, were in a "heightened state of vigilance," with increased patrols to make it visible that more police were on duty Monday, said Chief of Airport Police Patrick Gannon.

"We have no indications that suggest there's a nexus from Boston to the Los Angeles airport, but in an overabundance of caution, we have heightened our patrols," Gannon said.

British police also said they were reviewing security plans for Sunday's London Marathon. It's the next major international marathon. A London Metropolitan Police spokesman said police are working with marathon officials to review security plans with an eye toward establishing a larger security presence.

On Monday, California emergency management officials activated their statewide threat assessment system, which was established following the Sept. 11, 2001 World Trade Center bombings.

Officials in San Francisco, Los Angeles, Orange County, San Diego and Sacramento were reviewing information from federal authorities for possible threats, said Kelly Huston, assistant secretary of the California Emergency Management System.

In Tennessee, the Nashville Predators will host the Vancouver Canucks on Monday night and hockey fans will see "more visible presence around the building," team spokesman Kevin Wilson said.

University of Mobile’s Cross Country Coach, who was near the finish line of the Boston Marathon when a series of explosions went off, said he thought it was odd there were bomb sniffing dogs at the start and finish lines.

“They kept making announcements on the loud speaker that it was just a drill and there was nothing to worry about,” Coach Ali Stevenson told Local 15. “It seemed like there was some sort of threat, but they kept telling us it was just a drill.”

Stevenson had just finished the marathon. His wife had been sitting in one of the seating sections where an explosion went off, but thankfully she left her seat and was walking to meet up with him.

“There was just smoke, another explosion went off,” Stevenson said. “We all started running. There were people crying.”

Stevenson said there was no question in his mind that this was an intentional act.

still doesn't sound like a real drill, it still looks like they got tipped to something and didn't want to alarm the people. So of course you just say its a drill while you look into it, because they dont want to shut the whole thing down on just a prank. And really, id think there would just normally be bomb sniffing dogs at any event that has a lot of people like this. I know they are at the Superbowl, NASCAR events, so its really no surprise they would be at this, it is a major world event.

Jordan extremist praises Boston bombing

AMMAN, Jordan (AP) — The head of an extremist Jordanian Muslim Salafi group said early Tuesday that he was "happy to see the horror in America" after the explosions in Boston.

"American blood isn't more precious than Muslim blood," said Mohammad al-Chalabi, who was convicted in an al-Qaida-linked plot to attack U.S. and other Western diplomatic missions in Jordan in 2003.

"Let the Americans feel the pain we endured by their armies occupying Iraq and Afghanistan and killing our people there," he said early Tuesday.

Al-Chalabi served seven years in prison for his part in the foiled attack. His group is outlawed in Jordan.

A Mideast counterterrorism official based in Jordan said the blasts "carry the hallmark of an organized terrorist group, like al-Qaida." He did not give actual evidence linking al-Qaida to the bombing.

"From the little information available, one can say it was a well-coordinated, well-targeted and near-simultaneous attack," he said. "Luckily, the amount of explosives used is small, judging from the casualty figure and explosion area."

A Jordanian security official said security was beefed up around the U.S. Embassy in Amman after the bombing in Boston.

"As the unfortunate news unfolded, we immediately stationed more police patrols around the embassy," he said. He declined to disclose any details, citing the sensitive nature of the information.

Both officials insisted on anonymity, as they were not authorized to brief reporters on security matters.

Explosions rock finish of Boston Marathon; 3 killed and scores injured

With thousands of runners still on the course, two bombs exploded near the finish line of the Boston Marathon on Monday, killing three people, injuring at least 113 and turning the city’s most celebrated event into a grisly spectacle of shattered glass, blood and screams.

President Barack Obama said authorities did not know who carried out the attack but vowed to render “the full weight of justice” against those responsible. Minutes later, law enforcement officials said that an 8-year-old child was one of the dead.

Video from the scene showed two blasts about 20 seconds apart just off the course at the finish. White smoke rose, barriers flew, and throngs of people who had gathered to cheer the runners turned and fled in terror. They later reported seeing horrific injuries that included blown-off limbs and bodies thrown to the asphalt.

Lawmakers suggest terrorism involved in Boston

WASHINGTON (AP) — With little official information to guide them, members of Congress said Monday there was scant or no doubt that the deadly Boston Marathon explosions were acts of terrorism and vowed to bring anyone responsible to justice.

"We just don't know whether it's foreign or domestic," said Rep. Michael McCaul, R-Texas, chairman of the House Committee on Homeland Security.

"My understanding is that it's a terrorist incident," Sen. Dianne Feinstein told reporters, saying she had been in contact with U.S. intelligence agencies. Feinstein, who chairs the Senate Intelligence Committee, said intelligence officials reported no advance warning that "there was an attack on the way."

Sen. Saxby Chambliss of Georgia, the senior Republican on the panel, issued a written statement that said, "As the evidence mounts that this was a terrorist attack, our intelligence and law enforcement agencies must do whatever is necessary to find and interrogate those responsible so we can prevent similar attacks."

The remarks stood in contrast to President Barack Obama's own brief statement at the White House, where he made no mention of terrorists or terrorism as a possible cause of the bombings.

Two other members of the intelligence panel, Sens. Susan Collins, R-Maine, and Angus King, I-Maine, said "initial news reports that multiple improvised explosive devices may have been involved at this high profile national event bear the hallmarks of a terrorist attack."

McCaul spoke with reporters in the House, and said he had talked with federal and state officials in the hours since the attack that he said "had all the hallmarks of terrorism."

Members of the House and Senate intelligence committees said they expected to be briefed on the attack on Tuesday.

Majority Leader Harry Reid said on the Senate floor that Obama had spoken with officials in Massachusetts and "pledged every federal resource available ... to bring justice to the perpetrators...."

House Democratic Leader Nancy Pelosi said "we will ensure that justice will be done" as the casualty toll mounted in explosions blamed for at least two deaths and dozens of injuries.

Lawmakers in both houses marked the bombings with moments of silence.

Reid led the Senate in a brief pause, and officials said Speaker John Boehner intended to do the same when the House convened later Monday.

In a written statement, Boehner said: "This is a terrible day for all Americans, but we will carry on in the American spirit, and come together with grace and strength."

State and city authorities are treating Boston as a city under attack. After two explosions that killed two and injured dozens more near the Boston Marathon finish line, the city shifted in a heartbeat Monday from a festive day of sport to a lockdown environment. Police were seeking to protect marathon spectators and residents against the potential that additional bombs might go off. “We are stabilizing the situation,” Boston Police Commissioner Edward Davis said during a press conference about two hours after the blasts, which occurred at 2:50 p.m.

“We are asking that people stay out of crowds and calmly make their way home,” Gov. Deval Patrick said at the news conference. Commissioner Davis described the situation as “an ongoing event,” implying the risk of further bomb attacks after the two that rocked the finish line in quick succession.

WASHINGTON (AP) -- A person briefed on the Boston Marathon investigation says the explosives were in 6-liter pressure cookers and placed in black duffel bags.

The person says the explosives were placed on the ground and contained shards of metal, nails and ball bearings. The person spoke on the condition of anonymity because the investigation was ongoing.

The person says law enforcement officials have some of the bomb components but did not yet know what was used to set off the explosives.

President Barack Obama said Tuesday the bombings were an act of terrorism but investigators do not know if they were carried out by an international or domestic organization, or perhaps by a "malevolent individual."

ANDREA MITCHELL, MSNBC: Congressman briefly, do you think that this will lead to more cameras? I know it's controversial, there are privacy issues. Boston does have a lot of cameras. European cities, led by London, have the most. Are Americans going to have to get used to more surveillance on a daily basis?

REP. PETER KING (R-NY): I think we do because I think privacy involves being in a private location. Being out in the street is not an expectation of privacy. Anyone can look at you, can see you, can watch what you're doing. A camera just makes it more sophisticated, but it's no different from your neighbor looking out the window at you or a police officer looking at you walking down the street.

So I do think we need more cameras. We have to stay ahead of the terrorists and I do know in New York, the Lower Manhattan Security Initiative, which is based on cameras, the outstanding work that results from that. So yes, I do favor more cameras. They're a great law enforcement method and device. And again, it keeps us ahead of the terrorists, who are constantly trying to kill us.

I hope also that members of Congress, both parties, including my own, will realize that the war against terror is not over. And it's foolhardy to be making cuts in Homeland Security, especially to cities, whose police departments need this to train and to be ready to take on terrorism.
